BRIGADIER GENERAL STEPHEN C. MANNELL

Brigadier General Stephen C. Mannell is chief of security police, Headquarters U.S. Air Force, Washington, D.C.

General Mannell was born in Hillsboro, Ore., and graduated from high school in Seattle in 1962. He earned a bachelor's degree in political science from the University of Oregon in 1966 and a master's degree in communications from the University of Northern Colorado in 1977. The general is a distinguished graduate of both Air Command and Staff College in 1978, and Air War College in 1985. He completed Penn State University's Executive Management Program in 1990.

The general entered the Air Force in 1966 as a distinguished graduate through the University of Oregon's Reserve Officer Training Corps program. He then served as security police operations officer at Hurlburt Field, Fla. In March 1969 the general became the chief of security police, Tainan Air Station, Taiwan. In March 1971 he was assigned as the chief of law enforcement, Tan Son Nhut Air Base, South Vietnam. A year later, he became the 4787th Security Police Squadron commander, Duluth International Airport, Minn. General Mannell was assigned to Headquarters Aerospace Defense Command, Peterson Air Force Base, Colo., in April 1974, as a security staff officer.

Upon completion of Air Command and Staff College in 1978, he assumed duties as a staff officer in the Security and Base Defense Operations Division, Air Force Office of Security Police, Kirtland Air Force Base, N.M. He later served as chief of the Security Branch. He became commander of the 4392nd Security Police Squadron, Vandenberg Air Force Base, Calif., in August 1982. Two years later, he attended Air War College and, upon graduation in June 1985, was assigned to Headquarters Strategic Air Command, Offutt Air Force Base, Neb., as chief of the Programming and Resources Division. He later served as chief of the Operations Division, Office of the Chief of Security Police.

In July 1987 General Mannell became chief of security police for Air Force Space Command, Peterson Air Force Base, Colo. Two years later, he was assigned as deputy chief of staff for security police, Headquarters U.S. Air Forces in Europe, Ramstein Air Base, West Germany. In August 1991 the general became chief, Security Police Plans and Programs Division, Air Force headquarters. He assumed his current position in March 1992.

His military awards and decorations include the Legion of Merit, Bronze Star Medal with oak leaf cluster, Meritorious Service Medal with two oak leaf clusters, Joint Serve Commendation Medal, Air Force Commendation Medal with two oak leaf clusters and Air Force Achievement Medal.

He was promoted to brigadier general July 2, 1992, with same date of rank.
