MAJOR GENERAL RALPH S. CLEM

Maj. Gen. Ralph S. Clem is mobilization assistant to the Chief of the Air Force Reserve, Headquarters U.S. Air Force, Washington, D.C. He serves as the principal adviser for the individual mobilization augmentee program supporting more than 12,000 Air Force Reservists. He chairs the individual mobilization augmentee allocation team which allocates funding for this program throughout the Air Force. 

General Clem entered the Air Force in 1965 as a distinguished military graduate of the San Diego State College Reserve Officer Training Corps program. He has served as a special agent with the Office of Special Investigations; an intelligence officer and Chief of Intelligence for three Air Force Reserve flying units; and a senior intelligence staff officer and strategic air analyst with the National Security Agency. 

In his civilian occupation, he is the Director, Center for Transnational and Comparative Studies. He is the author of several books and numerous scholarly articles dealing mainly with the Russian economy, including pieces in the Air University Review and Airpower Journal.
