MAJOR GENERAL HAROLD W. TODD

Major General Harold W. Todd is commandant of the Air War College and vice commander of Air University, Maxwell Air Force Base, Ala.

General Todd was born in 1938, in Chicago and graduated from Gonzaga High School in Washington, D.C., in 1955. The following month he entered the first class of the U.S. Air Force Academy, temporarily located at Lowry Air Force Base, Colo. In 1958 the academy moved to its permanent site north of Colorado Springs, and in June 1959 General Todd graduated with a bachelor of science degree and a commission as a second lieutenant. He graduated from Squadron Officer School, Maxwell Air Force Base, in 1967 and the National War College, Fort Lesley J. McNair, Washington, D.C., in 1975.

After graduation from the academy, General Todd completed flight training at Bartow Air Base, Fla., and Webb Air Force Base, Texas, and received his pilot wings in August 1960. He then had combat crew training at McConnell Air Force Base, Kan., and Little Rock Air Force Base, Ark. In June 1961 he was assigned to the 307th Bombardment Wing, Lincoln Air Force Base, Neb., as a B-47 pilot. During this assignment his crew performed nuclear ground alert duties at their home base and at several overseas bases in Spain and England. His unit was deactivated and in March 1965 General Todd moved to the 380th Bombardment Wing, Plattsburgh Air Force Base, N.Y. In January 1966 General Todd completed B-52 combat crew training and joined the 99th Bombardment Wing at Westover Air Force Base, Mass. As a B-52 crew commander, he participated in two wing deployments to the Western Pacific and flew 156 combat missions in Southeast Asia.

In January 1970 General Todd was assigned to the 2nd Air Force at Barksdale Air Force Base, La., where he served successively as an air training staff officer, special projects officer and aide to the 2nd Air Force commander.

General Todd transferred to Headquarters U.S. Air Forces in Europe at Wiesbaden, Germany, in March 1971 as executive and aide to the vice commander in chief. In September 1971 he became aide and pilot for the dual-hatted U.S. Air Forces in Europe commander in chief and commander, 4th Allied Tactical Air Force. The headquarters relocated to Ramstein Air Base, Germany, in March 1973. During this period he participated in an international study examining air reorganization in the North Atlantic Treaty Organization's central region and authored the organization's study which led to the creation of Allied Air Forces Central Europe.

In August 1974 General Todd entered the National War College and after graduation in June 1975 was assigned as special assistant to the chief of staff, Headquarters U.S. Air Force, Washington, D.C. From November 1976 to May 1977, he served as chief of the Concept Development Division in the newly reorganized Directorate of Concepts, Office of the Deputy Chief of Staff for Plans and Operations. He was then assigned as chief of the Readiness and North Atlantic Treaty Organization Staff Group, Office of the Vice Chief of Staff, Headquarters U.S. Air Force. In July 1978 he was named executive assistant to the chairman of the Joint Chiefs of Staff. General Todd took command of the 25th Air Division at McChord Air Force Base, Wash., in September 1980. Returning to Europe in September 1982, General Todd became chief of staff, 4th Allied Tactical Air Force Heidelberg, Germany. He assumed his present duties in July 1985.

The general is a command pilot with more than 4,000 flying hours. His military decorations and awards include the Defense Distinguished Service Medal, Legion of Merit with oak leaf cluster, Distinguished Flying Cross, Air Medal with seven oak leaf clusters, Air Force Commendation Medal, Air Force Outstanding Unit Award Ribbon with "V" device, Republic of Vietnam Gallantry Cross with palm and the Commander's Cross of the Order of Merit of the Federal Republic of Germany.

He was promoted to major general July 1, 1982, with date of rank Dec 1, 1978.
