BRIGADIER GENERAL FRANK K. MARTIN

Brigadier General Frank K. Martin is the Air Force chief of security police, Headquarters U.S. Air Force, Washington, D.C. He develops and manages Air Force security, law enforcement and information security programs, as well as programs for firearms training. In addition, he provides leadership for 40,000 security police and law enforcement personnel, and 1,400 combat arms training and maintenance specialists assigned to 455 bases throughout the world.

General Martin was born in 1939, in New York City and graduated from Ogdensburg (N.Y.) Free Academy in 1957. He earned a bachelor of science degree from Cornell University in 1962 and a master's degree from Troy State University in 1974. He completed Squadron Officer School in 1969, Air Command and Staff College as a distinguished graduate in 1974, National War College in 1980 and the National Defense University Institute for Higher Defense Studies in 1987.

The general was commissioned through the Air Force Reserve Officer Training Corps program. He began his Air Force and security police career with the 820th Combat Defense Squadron, Plattsburgh Air Force Base, N.Y., in July 1962 as duty officer and later became operations officer. In June 1964 he was assigned to the 341st Strategic Missile Wing, Malmstrom Air Force Base, Mont., as a missile combat crewmember. In March 1965 he became an instructor crewmember. He was selected as a member of the squadron's senior standardization crew in January 1966.

From February 1967 to March 1970 General Martin was a major command crew evaluator with the 3901st Strategic Missile Evaluation Squadron, Vandenberg Air Force Base, Calif. He transferred to Headquarters Strategic Air Command, Offutt Air Force Base, Neb., as a missile security and operations inspector with the inspector general's staff.

Upon completion of Air Command and Staff College, Maxwell Air Force Base, Ala., the general was assigned to Korat Royal Thai Air Force Base, Thailand, as commander of the 388th Security Police Squadron. In September 1975 he transferred to the Air Force chief of security police staff, Washington, D.C., as a staff officer and became its executive officer in June 1977.

General Martin entered the National War College, Fort Lesley J. McNair, Washington, D.C., in August 1979. Upon graduation in June 1980, he was assigned to Headquarters Tactical Air Command, Langley Air Force Base, Va., as deputy chief of security police. He became the command's chief of security police in April 1981. In June 1985 he became deputy chief of staff for security police, Headquarters U.S. Air Forces in Europe, Ramstein Air Base, West Germany. In February 1987 the general was assigned as Air Force chief of security police, assistant Air Force inspector general for security, and commander of the Air Force Office of Security Police (now Air Force Security Police Agency). He assumed his present position in February 1991.

His military awards and decorations include the Legion of Merit with oak leaf cluster, Meritorious Service Medal with two oak leaf clusters, Air Force Commendation Medal with two oak leaf clusters, Combat Readiness Medal, National Defense Service Medal with service star and Humanitarian Service Medal.

He was promoted to brigadier general Aug. 1, 1987, with same date of rank.
