JAMES A. DUNN

James A. Dunn is the Director of Policy and Programs, International Affairs, Office of the Deputy Under Secretary of the Air Force (International Affairs), the Pentagon, Arlington, Virgina. Mr. Dunn develops and implements national, Department of Defense and Air Force policies governing security assistance, international armaments cooperative development, foreign disclosure and technology transfer, as well as military and civilian personnel exchange programs supporting national security objectives. He is also the functional manager of the International Affairs career field and oversees the Air Force's Air Attaché program. He directs and supervises the activities for more than 100 military and civilian personnel across seven divisions.

Mr. Dunn entered government civilian service in October of 2009, when he was appointed as Headquarters Air Combat Command’s Director of Strategic Deterrence and Nuclear Integration (A10). In this role he orchestrated ACC’s efforts to assist with the establishment and maturation of Air Force Global Strike Command and the successful transfer of mission, personnel, equipment and bases from ACC to AFGSC. In 2012 he became the Air Combat Command Associate Director for Operations (A3), where he drove the command’s response to sequestration and preserved combat readiness during this critical period. In 2014, Mr. Dunn was selected as the Deputy Director, Plans, Programs and Requirements for Air Combat Command (A5/8/9), where he led the command’s efforts to reach initial operating capability with the F-35 while advancing Air Force capabilities in intelligence, surveillance and reconnaissance, remotely piloted aircraft and Joint Command and Control. In 2018, Mr. Dunn transitioned to lead operational capability development within HQ U.S. Air Force as the Director, Operational Capability Requirements, Deputy Chief of Staff for Strategy, Integration and Requirements prior to assuming his present position. He is a graduate from the Air Command and Staff College, Joint Staff College and Air War College and retired from active military service as an Air Force colonel after 28 years of service.

Mr. Dunn graduated from the University of South Carolina and entered the Air Force through Officer Training School, where he earned his commission in 1981. He is a master navigator and USAF Weapons School graduate with more than 4,600 flying hours in the B-52, and has been assigned to numerous operational, training, command and staff positions.
