Russell J. Frasz, a member of the Senior Executive Service, is the Director, Force Development, Deputy Chief of Staff for Manpower, Personnel and Services, Headquarters U.S. Air Force, Washington, D.C. He oversees the development of strategies, policies, and systems to foster continued development of the military and civilian force. Responsibilities encompass officer, civilian and enlisted force development through Air Force culture, language and regional programs, education and training, leadership development, commissioning programs, and diversity operations. Mr Frasz also oversees the Air Force senior leader development program.
Mr. Frasz was born in Mansfield, Ohio. He entered the Air Force in 1978 after receiving his commission from the U.S. Air Force Academy. Mr. Frasz served in multiple strategic airlift units. He commanded at the squadron, group and wing level along with three pentagon tours in personnel, the inspector general and air & space operations. He retired from the Air Force in the rank of colonel in April 2005 just short of 27 years active duty. A former command pilot, he has flown more than 4,900 hours in the T-37, C-141, T-1, AT/T-38,
UH-1 and C-20.
