Brig. Gen. Thomas E. Kittler is the Mobilization Assistant to the Director, Plans, Programs, Requirements and Assessments, Headquarters Air Education and Training Command, Randolph Air Force Base, Texas. He assists the Director in command supervision of planning, programming, operational capability requirements, studies, analyses, and initiates changes to training, materiel, and doctrine through lessons learned to institutionalize improvements affecting almost 100,000 military and civilian personnel located at 12 AETC bases. General Kittler also assists the Director in the annual update of the Building Partnerships Core Function Master Plan, Program Objective Memorandum initiatives and actions, and helps oversee an Air Force-unique squadron providing timely and analytically rigorous decision support for the command.

General Kittler was commissioned through AFROTC at the University of Illinois, Champaign-Urbana. The general separated from active duty and in 1994, joined the Air Force Reserve. His previous assignment was as the Mobilization Assistant to the Vice Commander, 3rd Air Force, Ramstein Air Base, Germany. He served as Vice Commander of the 911th AIrlift Wing, Pittsburg International Airport Air Reserve Station, Pa., and the 512th Airlift Wing, Dover AFB, Del. He also commanded at the squadron level. He has deployed in support of operations Just Cause, Desert Shield/Storm and Joint Endeavor/Forge. From 2003 to 2005, he deployed to the CENTCOM area of responsibility in support of operations Iraqi and Enduring Freedom as the 386th Expeditionary Airlift Squadron Commander and as 386th Expeditionary Operations Group Deputy Commander at Ali Al Salem Air Base, Kuwait.

He has previously served as Chief of Safety, Executive Officer, Squadron Scheduler, Chief of Current Operations, Flight Commander, Chief Pilot, Squadron Commander, Operations Group Deputy Commander, and Vice Wing Commander.
