2/20/2013 - WASHINGTON (AFNS) -- The new Distinguished Warfare Medal will retain its place in the order of precedence among military decorations, Pentagon Press Secretary George Little said here Feb. 19.

Much of the public discussion of the new medal has centered on its precedence. It ranks below the Distinguished Flying Cross and above the Bronze Star.

"We are not diminishing at all the importance of the Bronze Star -- that remains an important award for our combat troops and will remain so," Little said in a meeting with reporters.

Senior civilian and military leaders decided on where to place the new medal in the order of precedence, he added. "We expect this award to be granted pretty rarely, and that factored in to the decision (on its precedence)," he said.

Juliet Beyler, the Defense Department's acting director of officer and enlisted personnel management, said in an interview after the announcement of the new medal that technological developments on the battlefield have changed the way service members fight.

"The services all came forward and said there are people ... who are doing incredible things, and we wanted the ability to recognize them for those things," she said.

Service members do not have to be physically present on the battlefield to contribute to success in combat. Unmanned aerial vehicle pilots and cyber specialists can be thousands of miles away from combat and make contributions to victory.

To be eligible to receive the award, a service member has to have direct, hands-on employment, such as an unmanned aerial vehicle operator dropping a bomb or a cyber specialist detecting and fending off a computer network attack.

Combatant commanders must certify the impacts of the action before the award is forwarded to the service secretary for approval. The secretaries may not delegate that authority.

Officials stressed that the medal is meant to recognize actions with direct effects on combat. Other awards are available to recognize service over a length of time, officials added, noting that the Distinguished Warfare Medal is not an end-of-tour award.

They claim these unmanned drones have changed the battlefield and the operators need to be recognized I agree. But for the troops on the ground under fire being wounded or killed the battlefield is the same as it was in 1914 1945 or 1969 and these troops rarely get a medal above the purple heart or bronze star. The value of the bronze star has allready been tarnished and that is very regrettable but this is a slap in the face of every american combat veteran. I hope the last word has not been spoken on this subject this medal should be placed below the purple heart.

I have to say I am rather disappointed in where they are placing this award. The everyone gets a trophy mentality hand made it's way into warfare. To place this above the Bronze Star AND the Purple Heart Disgraceful.....

Approval of this award is off message. There are many who have cowered from combat albeit more than ten years of war this award seeks not to recognize that fact nor does it recognize the - sacrifice - of others committed to the defense of this nation. Wear your shame publicly but be careful when you choose a stool at the VFW.

Even more importantly this medal is ranked above the Purple Heart Seriously You're telling vets who've lost limbs that they're sacrifice isn't as good as some kid playing with a joystick in a cubicle.

Why do we need another medal anyway Is there not one we currently have that will work What purpose do our medals have other than to tell someone that you went to basic training stationed overseas good counduct Most decorations are full of fluff and we all know it. Every time a decoration is read in forum I am sure people are thinking I wonder how long we are going to have to listen to this. Somebody must be fixing to leave their job and wanted to leave a legacy that they can claim. Get ready for the flood of DWMs to be considered.

I look at the NGA special on Combat Rescue and then I read this article where desk jockeys get awards from the safety of their desk and I have to scratch my head and wonder What were they thinking

Change is sometimes a jagged pill but this change degrades the level of precidence given to the BSM. The medal that every service member that is Killed In Action recieves. I guess the desk rider deserves better than those that sacrifised everything in real combat.

It's kinda hard to say we were wrong when you're that far up in the echelon. I've been a communicator my entire career and I will just watch this one from the sidelines. I bet this will not stand for long anyway. Reminds me of the changes Gen McPeak made that were reversed almost immediately after he left.

Maybe it's just me but I see only two career fields even eligible to receive this award. If it's only going to be awarded rarely why even have the award Last time I checked the Air Medal MSM AFCM and AFAM can also be used to recognize one-time actions.Maybe we ought to stop wasting time money and energy developing ways to single out individual jobs and make them feel special.

The BSM is an MSM in combat...as such it should only be awarded to those who are at risk in a combat zone not to personnel removed from the AOR. It has indeed been devalued as PB said earlier. Further this new award will undoubtedly only be awarded to those who wear the bag and sit in the GCS while the intel troop who is just as valuable in accomplishing the UAV mission won't get squat. The pilot mafia at it's finest....

What about the maintainers What about the aircraft mechanic that pulls a 16 hour shift to get the aircraft combat ready to be able to drop warheads on foreheads Where is our recognition at I know for a FACT that no maintainer will EVER receive this medal....

This was probably inevitable once commanders started using Bronze Star medals as end-of-deployment awards for company- and field-grade officers. If nothing else this medal's placement may be right simply because the BSM has been devalued.
