3/20/2013 - KEESLER AIR FORCE BASE, Miss. (AFNS) -- The personnel chief at Keesler Air Force Base, Miss., has been named the top Air Force manpower and personnel flight chief of the year.

Becky Green, 81st Force Support Squadron, leads a 68-member flight that includes military and civilian members, is responsible for planning, development and execution of Keesler's manpower and personnel programs to meet peacetime and wartime requirements.

"Mrs. Green really stepped up in taking on the very challenging role of squadron deputy commander, in addition to her work as manpower and personnel flight chief," said Maj. John Ponton, 81st Force Support Squadron commander. "She is a phenomenal leader throughout the base and local community, and we're extremely proud to have her efforts recognized at the Air Force level.

Green began her Air Force career in 1995 as a Palace Acquire education and training intern and served at Elmendorf Air Force Base, Alaska; Osan Air Base, Republic of Korea; Hickam AFB, Hawaii; and Kadena and Misawa ABs, Japan. At Misawa, her team won the 2003 Pacific Air Force award for excellence in educational programs.

Green came to Keesler in 2003 as education services officer. In 2006, her team garnered the 2006 Air Force award for excellence in educational programs.

She was selected for her current position in 2008, and the civilian personnel and manpower sections won their respective award categories at Air Education and Training Command for that year. The manpower section repeated the win in 2009, 2010, and 2011.

In 2012, Green was the 81st Mission Support Group's nominee for civilian supervisor of the year for 2012 and is Keesler's representative to the Mississippi Gulf Coast Chamber of Commerce's Leadership Gulf Coast program.

She was credited with $340,000 in dining hall upgrades and $449,000 increase in morale, welfare and recreation funding. She developed an aggressive club membership initiative that drove a 15.9 percent new member increase, the best in the Air Force.

Green navigated Air Force directed personnel cuts, overcoming 107 position losses with a 94 percent placement rate. She networked with the state employment commission to conduct 12 mini job fairs which netted 1,500 applications. She also used the Department of Labor's workforce recruitment program, employing eight people and saving the Air Force $480,000.

Green devised an Air Force "best practice" by developing an evaluation checklist which reduced errors by 85 percent and improved the on-time report rate by 35 percent. She developed Keesler's services transformation plan and modernized military personnel section services with 24/7 access with SharePoint, cutting two hours per visit and 2,500 man-hours per year
