6/17/2013 - JOINT BASE SAN ANTONIO-RANDOLPH, Texas (AFNS) -- Air Force officials have updated the career job reservation constrained list and released remaining fiscal 2013 quotas for career fields on the list, as well.

The career job reservation program enables the Air Force to manage the number of first-term Airmen who reenlist in career fields where projected manning levels exceed Air Force needs, said Mike McLaughlin, the AFPC reenlistments chief.

Six enlisted career fields have been removed from the constrained list, while quotas dropped for 16 others and two remain unchanged.

"All first term Airmen must have a career job reservation to reenlist," McLaughlin said. "Removing an AFSC from the constrained list is good news for Airmen on the waiting list."

2R0X1, Maintenance Management Analysis

Airmen who are on the CJR waiting list when those fields come off the constrained list will receive their CJR. Of the 18 fields still on the constrained list, two remain unchanged and quotas will decrease for each of the other 16.

We can look at the CJR AFSCs and recognize the majority are service support jobs. There's no doubt the military needs all types of jobs to sustain the fight. But two factors weigh heavily on the current circumstances. 1. If the force level of direct combat personnel or ops support personnel declines service support personnel will too at a faster rate. 2. The DOD continually re-evaluates jobs that must remain all G.I-staffed civilian optional or convert the AFSC to all civilian. Service Support jobs already have a split force and combat zone presence is no longer a prime decision factor in making it a G.I. billet. There are DOD contractors with 20000 employees deployed to Afghanistan in active combat locations. Service support jobs will continue to convert to civilian majorities. The primary DOD motivator for civilian conversion is G.I.'s are not motivated by cost-cutting measures to turn a profit civvies are.
