GARY K. WAGGONER Gary K. Waggoner, a member of the Senior Executive Service, is Associate Director, Manufacturing Technology and Affordability, Materials and Manufacturing Directorate, Air Force Research Laboratory, Air Force Materiel Command, Wright-Patterson Air Force Base, Ohio. Mr. Waggoner is responsible for planning and executing Air Force programs in manufacturing technology, industrial base analysis and defense production. These programs have a combined yearly budget of nearly $100 million. He also plans, integrates and leads the Air Force Research Laboratory initiative to develop and implement affordability considerations across laboratory core technology programs and organizations. In this role, he is the senior champion for integrating affordability initiatives through the corporate Air Force and Department of Defense research, development and engineering establishment. After five years with McDonnell Douglas astronautics and aeronautics, Mr. Waggoner began his career with the Air Force in 1972. He has held various engineering and management positions in Air Force acquisition, logistics and research, and development organizations.
