BRIGADIER GENERAL HARVARD W. POWELL

Brig. Gen. Harvard W. Powell, vice commander of Space Systems Division (Air Force Systems Command), at Inglewood, Calif., holds an aeronautical rating of command pilot and, in addition, he is a member of the bar, State of Minnesota, and the Federal Bar Association.

A native of Duluth, Minn., where he was born in 1915, General Powell attended public schools there and graduated from Central High School. He continued his education at college level in aeronautical engineering.

Starting his military career in 1939, Aviation Cadet Powell received his "wings" and his commission as second lieutenant at Kelly Field, Texas, in June 1940. His first assignment as a pilot was with the 88th Reconnaissance Squadron (Heavy), Hamilton Field, Calif. In addition to his duties as a pilot, he qualified as a bombardier and celestial navigator through squadron training.

In September 1940, the 88th Reconnaissance Squadron moved to Salt Lake City and later it was split into three squadrons. One of these was the 12th Reconnaissance Squadron to which Lieutenant Powell was assigned at Spokane, Wash.

At the outbreak of World War II, Lieutenant Powell was transferred to the 79th Anti-Submarine Squadron, Grenier Field, N.H., as operations officer. A major by the early part of 1943, he was squadron commander at Boca Chica, Key West, Fla., followed by a similar assignment for four months at Batista Field, Cuba.

Major Powell was ordered to China in February 1944 to become commander of the 374th Bomb Squadron of the 308th Bomb Group, 14th Air Force. Returning to the Zone of Interior after 47 combat missions in 14 months, he was assigned to the Air Transport Command, Long Beach, Calif., as base executive officer and later as base commander.

In 1946, Lieutenant Colonel Powell became a staff officer on the War Department General Staff and served in Strategic Plans of the Air Staff when a separate Air Force was created in September 1947.

Detailed to the University of Minnesota in 1948, Colonel Powell received his bachelor of science degree in 1950 and graduated in 1951 with an additional degree of bachelor of laws, having completed four years of law in 2 1/2 years.

From 1951 to 1955, Colonel Powell held various assignments at Headquarters Air Materiel Command in the procurement and production field. He entered the Industrial College of the Armed Forces in 1955 and graduated in 1956 when he became the deputy director of procurement and production at Headquarters U.S. Air Force. Made director in January 1959, he was promoted to brigadier general in June of that year.

General Powell was assigned as vice commander, Air Force Ballistic Missile Division (Air Research and Development Command, now Air Force Systems Command), Los Angeles, Calif., in June 1960. He held this position until a major reorganization of the Air Research and Development Command and the Air Materiel Command was affected April 1, 1961, at which time he was assigned to the Office of the Deputy Commander AFSC for Aerospace Systems (AFSC), still at Inglewood, Calif.

On Aug. 1, 1962 General Powell assumed duty as vice commander of the Space Systems Division (AFSC) at Inglewood, Calif.
