BRIGADIER GENERAL RICHARD J. HARTMAN General Hartman was born in 1923, in Jeannette, Pa., where he graduated from high school in 1940. He received his bachelor of science degree from Syracuse University, N.Y., in 1963. He began his military career in March 1942 when he enlisted in the U.S. Army Air Corps as an aviation cadet. He completed flying school in May 1943 and received his pilot wings and commission as second lieutenant. General Hartman served as a pilot instructor with the Air Training Command at Gardner Field, Calif., and Randolph Field, Texas, until June 1946 when he entered B-26 transition training. After several brief assignments, he went to Casablanca, French Morroco, as statistical services officer, Cases Field. In July 1947 he voluntarily enlisted in the Regular Air Force and served as first sergeant for the Aeronautical Chart Service in Washington, D.C. In December 1947 General Hartman accepted a Regular Air Force commission and was assigned as statistical services officer, Fourteenth Air Force, Orlando, Fla. During this period he attended the Air Tactical School. He went to Okinawa in July 1950 as aide de camp and pilot to the commander of the Twentieth Air Force. General Hartman returned to the United States in June 1953 and was assigned to the 28th Air Division at Hamilton Air Force Base, Calif., as chief, Officers Personnel Branch, became deputy director of personnel, and later director of information services. He attended the Interceptor Flying School at Tyndall Air Force Base, Fla., in 1956 and in September 1956 became executive officer, 49th Fighter Interceptor Squadron. From August 1958 to July 1959, he attended the Air Command and Staff College, Maxwell Air Force Base, Ala. He next was assigned to Headquarters U.S. Air Force in the Office of the Deputy Chief of Staff, Personnel, as assignment officer in the Officers Assignment Division. In April 1960 he was transferred to the Inquiry Division, Legislative Liaison, Office of the Secretary of the Air Force. He became a student officer in June 1962 at Syracuse University, N Y., under the Air Force Institute of Technology Program. In September 1963 he went to Japan as operations services officer, 39th Air Division at Misawa Air Base, and in June 1964 was transferred to Clark Air Base, the Philippine Islands, as assistant to the deputy chief of staff, operations, 405th Fighter Wing, and in August 1964 became commander, 509th Fighter-Interceptor Squadron. In January 1966 he went to Ching Chuan Kang Air Base, Taiwan. General Hartman returned to the United States in September 1966, assumed duties as director of plans, Headquarters First Air Force, Stewart Air Force Base, N.Y., and in March 1967 became director, operations and training. He was assigned as commander, 4756th Air Base Group, Tyndall Air Force Base, Fla., in January 1968 and in July 1969 became deputy commander, 34th Air Division, Custer Air Force Station, Mich. General Hartman assumed duties as deputy director, Joint Continental Defense Systems Integration Planning Staff, Organization of the Joint Chiefs, of Staff, Washington, D.C., in February 1970. His military decorations include the Legion of Merit with oak leaf cluster, Bronze Star Medal, Meritorious Service Medal, Air Medal with oak leaf cluster, Army Commendation Medal, Air Force Outstanding Unit Award Ribbon, and Small Arms Expert Marksmanship Ribbon. He is a command pilot. General Hartman's hometown is Jeannette, Pa. He was promoted to the temporary grade of brigadier general effective Aug. 1, 1970, with date of rank June 24, 1970.
