BRIGADIER GENERAL MILTON L. HAINES Brigadier General Milton L. "Lee" Haines is deputy chief of staff for financial management, Headquarters Air Force Logistics Command, Wright-Patterson Air Force Base, Ohio. General Haines was born in 1940, in Carlsbad, N.M., and graduated from McArthur High School in San Antonio. He earned a bachelor of business administration degree from the University of Texas in 1963 and a master of science degree in management from the University of Colorado in 1968. The general completed Air Command and Staff College in 1972, and Air War College and the Professional Military Comptrollers School in 1977, all as a distinguished graduate. In 1987 he completed the program for senior officials in national security conducted by Harvard University's John F. Kennedy School of Government. The general received his commission as a distinguished graduate of Officer Training School, Lackland Air Force Base, Texas, in May 1963. His initial Air Force assignments were as a manpower management officer at Kadena Air Base, Okinawa; Hickam Air Force Base, Hawaii; and Tan Son Nhut Air Base, South Vietnam. During this period he participated in the planning for an orderly buildup of manpower to support Air Force combat operations in Southeast Asia. After graduating from the University of Colorado in August 1968, he was selected for assignment to the Pentagon as an Air Staff action officer. He was responsible for all manpower resources in Major Force Program VII, which was comprised primarily of Air Force Logistics and Systems commands. After completing Air Command and Staff College, Maxwell Air Force Base, Ala., in 1972, the general returned to the Pentagon. He served as a plans and programs officer in the Resources Division, Directorate of Programs, the organization that guides preparation of the update of the Air Force's five-year program. General Haines graduated from Air War College, Maxwell Air Force Base, in June 1977. He then was assigned to Headquarters Air Training Command, Randolph Air Force Base, Texas, where he held a variety of positions in the comptroller disciplines. In March 1979 he became director of cost and management analysis for Air Training Command. In June 1980 he was assigned to Headquarters U.S. Air Forces in Europe, Ramstein Air Base, West Germany, as assistant deputy chief of staff, comptroller. General Haines was selected as deputy chief of staff, comptroller, in May 1981. He returned to the Pentagon in August 1984 as assistant to the Air Force director of budget for plans and programs. In this capacity he served as a member of the Program Review Committee, a principal element of the Air Force board structure. In August 1985 he became deputy comptroller for cost and economics within the Office of the Secretary of the Air Force. He also served as the first commander of the Air Force Cost Center. In July 1988 he assumed duties as deputy chief of staff, comptroller, Air Force Logistics Command headquarters. In April 1991 the title of the position was changed due to a major reorganization of the command's headquarters. The general's military awards and decorations include the Legion of Merit, Bronze Star Medal, Meritorious Service Medal with two oak leaf clusters, and Air Force Commendation Medal with oak leaf cluster. He was promoted to brigadier general July 1, 1988, with same date of rank. General Haines considers San Antonio his hometown. (Current as of June 1991)
