BRIGADIER GENERAL JOHN L. FINAN Brigadier General John L. Finan is director of budget operations, Office of the Assistant Secretary of the Air Force, Financial Management and Comptroller, Washington, D.C. He is responsible for all aspects of the operation and maintenance and personnel budgeting process, and is chairman of the Air Force Board Operating Budget Review Committee. General Finan was born in 1942, in Macon, Ga. He received a bachelor of arts degree in economics from the University of Connecticut in 1963 and a master of business administration degree in accounting from Michigan State University in 1968. He completed Squadron Officer School in 1973, the Professional Military Comptrollers School course in 1975, Industrial College of the Armed Forces in 1976, Air Command and Staff College in 1977, and Air War College in 1980. The general also attended Columbia University's Advanced Management Program in 1985. He entered active duty after receiving his commission through the Air Force Reserve Officer Training Corps program in June 1963. After attending Budget Officers School, he was assigned to Clark Air Base, Philippines, as wing budget officer. General Finan returned to the United States in October 1965 and served as budget officer, Headquarters 4th Air Force, Hamilton Air Force Base, Calif. He then attended Michigan State University and received his master's degree, graduating summa cum laude. In September 1968 he was assigned as budget officer at Don Muang International Airport, Bangkok, Thailand. From September 1969 to June 1972 he was a comptroller for the Central European Communications Region, Ramstein Air Base, West Germany. He then was assigned to Headquarters U.S. Air Force, Washington, D.C., and served four years as a staff budget officer in the Directorate of Personnel Programs. In 1976 General Finan was assigned to the U.S. Air Force Academy, Colo., as director of budget and management analysis. In August 1979 he returned to the Pentagon and served as executive to the comptroller of the Air Force and military assistant to the assistant secretary of defense, comptroller. He became deputy chief of staff, comptroller, at Headquarters Military Airlift Command, Scott Air Force Base, Ill., in July 1982. In October 1985 General Finan transferred to the Office of the Comptroller of the Air Force at Air Force headquarters, and served as assistant to the director of budget for plans and programs. He later became chief of the Budget Management Division. He assumed his present position in May 1987. The general's military awards and decorations include the Defense Superior Service Medal, Legion of Merit, Bronze Star Medal, Meritorious Service Medal with two oak leaf clusters, and Air Force Commendation Medal with oak leaf cluster. He was promoted to brigadier general Aug. 1, 1988, with same date of rank. (Current as of May 1990)
