BRIGADIER GENERAL JOSEPH FRANCIS DELANEY

Joseph Francis Delaney was born in New York City in 1908. After a normal progression of studies, which included attendance at the Clason Point Military Academy, in New York, he majored in civil engineering at Columbia and New York Universities.

Second Lieutenant Delaney received his Reserve commission in the Infantry Oct. 2, 1929. For several years, while serving in engineering capacities on highway and tunnel construction with the City of New York, he maintained close contact with the military services through several periods of active duty, particularly in New York State and in Idaho.

In December 1940, Captain Delaney was transferred from the Infantry to the Air Corps and was assigned to Mitchel Field, with duty as a squadron commander. This was followed, in 1942, by his achieving at that time the uncommon assignment for a non-rated officer - of base S-3.

In February 1943, Major Delaney was assigned to Air Corps Headquarters in Washington, D.C., as chief of unit training. He progressed in this assignment, as a lieutenant colonel, to the position of assistant deputy for training and, in 1944, as deputy for services training.

Upon arriving overseas, in Naples, Italy, Colonel Delaney was appointed assistant deputy chief of staff for operations plans of the Army Air Forces Service Command, Mediterranean Theatre of Operations, later advancing to the position of chief of staff. For his services in Italy, he was awarded the Order of the Crown of Italy, Oct. 19, 1945.

From December 1945 to June of 1947, while assigned at Wright Field, Colonel Delaney was chief, Organization Plans Division. From July 1947 to February 1948 he was the deputy comptroller of AMC. On Oct. 17, 1947, while still at Wright Field, he was awarded the Legion of Merit.

Upon arrival at Hickam Air Force Base, Hawaii, in 1948, Colonel Delaney was assigned to Headquarters Pacific Air Command as comptroller. In June of 1950, he then became commander of the 1500th Air Base Group, also at Hickam Air Force Base.

On return from overseas, in 1951, Colonel Delaney was assigned to Headquarters MATS at Andrews Air Force Base as deputy chief of staff, comptroller. This was followed, between August 1952 and June 1953, by his attendance at the Industrial College of the Armed Forces at Fort Leslie James McNair, Washington, D.C.

Upon completion of the Industrial College, Colonel Delaney returned to Headquarters MATS as deputy chief of staff, comptroller, first at Andrews Air Force Base and in January 1958 at Scott Air Force Base, Ill., being promoted to brigadier general in February 1958.

Since July 1, 1960 General Delaney has served as director of accounting and finance, Comptroller, Headquarters U.S. Air Force, Washington, D.C.

He is a member of the American Society of Military Comptrollers.
