This was followed, between August 1952 and June 1953, by his attendance at the Industrial College of the Armed Forces at Fort Leslie James McNair, Washington, D.C.

Upon completion of the Industrial College, Colonel Delaney returned to Headquarters MATS as deputy chief of staff, comptroller, first at Andrews Air Force Base and in January 1958 at Scott Air Force Base, Ill., being promoted to brigadier general in February 1958.
