John P. Roth is performing the duties of the Under Secretary of the Air Force. He is responsible for the affairs of the Department of the Air Force, including organizing, training, equipping, and providing for the welfare of approximately 685,000 active duty, Guard, Reserve and civilian Airmen and their families worldwide. He oversees the Air Force’s annual budget of over $160 billion and directs strategy and policy development, risk management, weapons acquisition, technology investments and human resource management across a global enterprise. He is responsible for implementing decisions of the President and Congress and fulfilling Combatant Commanders’ current and future operational requirements.

Before assuming this position, Mr. Roth was the Assistant Secretary of the Air Force for Financial Management and Comptroller and previously served as Deputy Comptroller (Program/Budget), Office of the Under Secretary of Defense (Comptroller). As the most senior career financial manager in the Department, Mr. Roth was responsible for the preparation and monitoring of the entire Defense budget. From January 2017 through May 2017, Mr. Roth performed the duties of the Undersecretary of Defense (Comptroller) and Chief Financial Officer. During this time, he served as the principal advisor to the Secretary of Defense on all budgetary and financial management matters, including the development and execution of the Department’s annual budget of more than $550 billion. Previously, he was Deputy Director of the Investment Directorate, Office of the Under Secretary of Defense (Comptroller) where he was responsible for all Defense programs funded by Procurement and Research, Development, Test and Evaluation appropriations. Mr. Roth entered the Senior Executive Service in 1990. He is a past President of the American Society of Military Comptrollers.
