DR. JEFFREY M. HEBERT

Dr. Jeffrey M. Hebert, a member of the scientific and professional cadre of senior executives, is the Senior Scientist for Positioning, Navigation, and Timing, Sensors Directorate, Air Force Research Laboratory, Wright-Patterson AFB, Ohio. He serves as the principal scientific authority and independent researcher in the field of Positioning, Navigation, and Timing technologies for Air and Space Force applications.

Dr. Hebert began his career with the Air Force as a Developmental Engineering officer in 1991 at the Flight Dynamics Laboratory, Air Force Wright Aeronautical Laboratory, Wright-Patterson AFB, Ohio. He had numerous military assignments in developmental, operational, and follow-on test and evaluation where he pioneered techniques to evaluate PNT capabilities of Air Force weapons systems. Dr. Hebert retired from military service in 2011 after 20 years on active duty.


Prior to assuming his current position, Dr. Hebert served in a variety of PNT technology development, management and leadership roles for the Spectrum Warfare Division, Sensors Directorate at Wright-Patterson AFB, Ohio. During this time, Dr. Hebert developed concepts and prototypes to train pilots against PNT electronic warfare threats and to improve the diversity of sources used for navigation. Dr. Hebert championed the use of digital engineering, open architecture and software-defined systems for PNT avionics. Furthermore, he spearheaded and motivated the development of an Air Force PNT Strategic Plan, which guides and shapes the development of Air Force PNT capabilities.
