CRYSTAL L. MOORE

Crystal L. Moore, a member of the Senior Executive Service, is Director, Force Development, Deputy Chief of Staff for Manpower, Personnel and Services, Headquarters U.S. Air Force, Arlington, Virginia. She oversees the development of strategies, policies and systems to foster continued development of over 660,000 military and civilian personnel. Responsibilities encompass officer, civilian and enlisted force development through education and training and leadership development as well as oversight of the Air Force senior leader development program. Additionally, she serves as the Department of Defense Executive Agent for the Defense Language Institute English Language Center and as the Air Force Senior Language Authority, responsible for establishing policy and providing oversight of the Air Force's culture, language and regional programs.

Ms. Moore was appointed to the Senior Executive Service in June 2023. She is a Wisconsin native and began her career when she entered the U.S. Army in 1998 upon receiving her commission through the Reserve Officer Training Corps from the University of Alaska - Fairbanks. She later completed an inter-service transfer into the U.S. Air Force Reserve and simultaneously started her U.S. Air Force civilian career in 2006 at Tinker Air Force Base, Oklahoma. She has held assignments at installation, major command, and air staff levels. Prior to her current assignment, she was the Chief of Finance, Air Vehicle Program Management Office, F-35 Lightening II Joint Program Office in Arlington, Virginia.
