Senior Air Force leaders meet at Programming Summit

On Feb. 4, the eve of the President's Budget Rollout for Fiscal 2009, Gen. T. Michael Moseley, chief of staff of the Air Force, called together key Air Force leaders to develop a flight plan that funds our future -- guaranteeing Air Force dominance in air, space and cyberspace.

"We have articulated what the Air Force needs for the required force and how much it will cost," General Moseley said. "Now, we need to build our Fiscal 2010 Program Objective Memorandum based upon tomorrow's challenges."

The purpose of the second annual Programming Summit was to connect the Air Force's priorities for investment, recapitalization and assumption of risk into the fiscal 2010 to 2015 Future Years Defense Program to ensure Air Force readiness today, as well as Air Force dominance tomorrow.

General Moseley also discussed the Air Force priorities and top five acquisition priorities and how they relate to the next budget cycle. "We must have a collective understanding of our current and future needs as the Air Force builds the fiscal 2010 budget," he said. "The focus of effort should be recapitalization, the Air Force priorities, my initiatives and reaching the 330,000 (person) end strength."

The Air Force executes today's joint fight through global vigilance, global reach and global power to provide cross-domain dominance of air, space and cyberspace.

"We are seeing the strain of limited resources on our Airmen and aircraft," Chief Master Sgt. of the Air Force Rodney J. McKinley said, "Every day, our Airmen perform remarkably supporting the joint warfighting effort. We cannot let our Airmen down on meeting their needs as we prepare for the next budget cycle."

"We must remain consistent in our message supported by operational analysis as we state our requirements for the future," said Lt. Gen. Raymond E. Johns Jr., the deputy chief of staff, of Strategic Plans and Programs. "A 21st century Air Force must be able to provide the joint team with a spectrum of capabilities to safeguard our nation from adversaries that would challenge us in the future."

Vice Chief of Staff of the Air Force Gen. Duncan J. McNabb discussed the critical issues facing the Air Force and the need to prepare for tomorrow's challenges.

"The secretary of the Air Force and the chief of staff addressed their priorities as described in the Strategy White Paper," General McNabb said. "Now it is our task to connect the strategy to the required force. This will ensure the Air Force is better postured to contend with both today and tomorrow's challenges."
