Air Force, Navy sign memo establishing Joint Base Anacostia-Bolling service-lead transfer

WASHINGTON (AFNS) --

Air Force Vice Chief of Staff Gen. Stephen W. Wilson and Vice Chief of Naval Operations Adm. William K. Lescher signed a Memorandum of Agreement June 24 transferring the lead responsibility of Joint Base Anacostia-Bolling, Washington, D.C., from the Navy to the Air Force.

 

While the base will remain under Navy authority until the new fiscal year in October, the memorandum signature signifies the next milestone in the transfer process. 

 

“More than half of the mission sets on JBAB fall under the Air Force, so it made sense for us to assume the responsibility for prioritizing installation and mission-support resourcing at the base,” Wilson said.

 

The service lead transfer at JB Anacostia-Bolling also set into effect changes at JB Andrews, Maryland. In March, Wilson approved organizational changes and additions to wings at both bases. 

 

On June 11, the 11th Wing inactivated as the host wing on JB Andrews and reactivated as the 316th Wing. On June 12, the 11th Wing activated on JB Anacostia-Bolling. The 11th Wing on JB Anacostia-Bolling is responsible for preparing all subordinate group and squadron functions to support host-unit requirements for the wing and its approximately 70 mission partners.  

 

The memorandum of agreement signature allows the Navy to initiate a resource transfer of more than 900 appropriated and non-appropriated fund civilian positions and $645 million to the Air Force for 11th Wing and mission partner-support requirements.  

 

Naval Support Facility-Anacostia and Bolling Air Force Base initially combined as a joint base under Navy authority Oct. 1, 2010, following Congressional legislation based on 2005 Base Realignment and Closure Commission recommendations. 

 

The 11th Wing on JB Anacostia-Bolling is expected to meet initial operating capability on Oct. 1, 2020, and is expected to reach full operating capability by October 2022.
