Maj. Gen. Sharon Bannister, Office of the Surgeon General director of medical operations, etches the engraving of her father’s name at the Vietnam War Memorial in Washington, D.C., March 29, 2023. Her father, Capt. Stephen A. Rusch, an F-4 Phantom pilot during the Vietnam War, was shot down in southern Laos and considered missing in action.
