BRIGADIER GENERAL CARLOS E. MARTINEZ Brig. Gen. Carlos E. Martinez is the mobilization assistant to the Chief of Warfighting Integration and Chief Information Officer, Office of the Secretary of the Air Force, the Pentagon, Washington, D.C. He is responsible for ensuring Reserve support to the Air Force's efforts to provide seamless, efficient and effective delivery of the full spectrum of information to the warfighter. General Martinez was born in Havana, Cuba, came to the United States in 1951, and grew up in Miami, Fla. He entered the Air Force in 1971 and received his commission through Officer Training School in 1972, from which he graduated as an honor graduate. Following pilot training, he flew C-131s and T-39s. After he completed graduate school, he became a manpower management officer and, subsequently, a missile systems engineer. During these non-flying tours, he continued serving as a T-39 instructor pilot. General Martinez separated from active duty in 1981, joining the Air Force Reserve as a scientific analyst at Electronic Security Command and supporting the National Security Agency. In subsequent Reserve assignments, he served in a variety of scientific and acquisition positions at Headquarters Air Force Systems Command, Headquarters Air Force Materiel Command, and at Electronic Systems Center's Joint Surveillance Target Attack Radar System Program Office. In 1999, he was selected as the mobilization assistant to the Commander, Electronic Systems Center at Hanscom AFB, Mass., wherein he led Reserve support for the center. In his civilian occupation, he works as an information systems engineer for a national technology resource company.
