Strengthening U.S. and global security through international partnerships

 

To execute its mission and drive air and space security cooperation, Secretary of the Air Force International Affairs (SAF/IA) is organized into an executive office and two functional directorates.

The executive office comprises the Deputy Under Secretary of the Air Force for International Affairs, Assistant Deputy Under Secretary of the Air Force for International Affairs, Executive Director, Senior Enlisted Advisor, Air National Guard Assistant, and key support personnel. This team provides executive leadership, strategic direction, and oversight for Department of the Air Force, U.S. Air Force, and U.S. Space Force international policy, programs, and engagements. The office also establishes the functional and administrative standards that ensure coordinated operations across the organization.

The two directorates – Policy, Programs and Strategy (SAF/IAP) and Regional Affairs (SAF/IAR) – serve as the primary engines for program execution, providing specialized expertise in the tools of security cooperation and collaborating with interagency partners, foreign governments, and industry to advance strategic priorities. Through these efforts, SAF/IA advances the Department of War’s objectives to defend the U.S. homeland, deter adversaries, increase burden-sharing with allies and partners, and supercharge the U.S. defense industrial base.

Policy, Programs & Strategy

Policy, Programs and Strategy enables the DAF security cooperation enterprise to align, integrate, and synchronize planning of programs and activities; conducts technical and operational weapon system analysis to support export of combat-credible capabilities; manages International Airmen and Guardians programs such as personnel exchanges and Foreign Area Officers; supports international training and education opportunities; shapes DAF and USSF space security cooperation policies and programs​; and develops and negotiates international armaments cooperation agreements. It is comprised of eight divisions: International Airmen (IAPA); International Armaments Cooperation (IAPC); Foreign Disclosure and Technology Transfer (IAPD); International Exchanges (IAPE); Space (IAPG); Programming and Resources (IAPR); Weapons (IAPW); and International Strategy, Policy, and Training (IAPX).

Regional Affairs

Regional Affairs provides country-level political-military expertise in support of strategic and operational decision-making; oversees acquisition, sustainment, and training for partner nation capability and capacity development; facilitates international counterpart engagement coordination and preparation for DAF, USAF, and USSF senior leaders; and manages all foreign attaché affairs and interactions with the DAF. It is comprised of five divisions: Americas/Africa (IARA), Gulf/Mideast (IARC), Europe/NATO (IARE), Engagements (IARN), and Indo-Pacific (IARP).
