"Tony" McPeak during an Air Force Association symposium in February 1991. The general was the 14th Air Force Chief of Staff, 1990 to 1994, during which he instituted the concept of an Air Expeditionary Force. For three weeks in 1993, he was both the chief of staff of the Air Force and secretary of the Air Force - something that has yet to be repeated. (Artist: M. Fiona Neary)
