Of the 1,100 water system valves at Scott Air Force Base, Ill., 20 percent were inoperative before utilities privatization took effect. Now the upgraded system uses 50 million fewer gallons of water a year and experiences less than half the outages. The Air Force Civil Engineer Center has privatized 66 systems since 1999 creating a cost avoidance of $361 million. (Courtesy photo)
