BRIGADIER GENERAL LESTER J. WEBER Brigadier General Lester J. Weber is deputy chief of staff for communications and computer systems, Headquarters Strategic Air Command, Offutt Air Force Base, Neb. General Weber was born Jan. 30, 1942, in Denver and attended high school in Cheyenne, Wyo. He earned a bachelor of science degree in management from the University of Colorado In 1963 and a master's degree in business administration from the University of Nebraska in 1980. He completed Squadron Officer School in 1967, Armed Forces Staff College In 1976, Air War College in 1984, the University of Pittsburgh's Management Program for Executives in 1987 and the National Defense University Capstone Course in 1988. As a distinguished graduate of the Reserve Officer Training Corps program, the general was commissioned as a second lieutenant in 1963 His initial duty assignment was with the 2nd Bombardment Wing: Barksdale Air Force Base, La., where he managed one of Strategic Air Command's first management information computer systems. In February 1965 he was assigned to the 4000th Support Group, Offutt Air Force Base, where he performed duties as a satellite operations officer, computer programmer and analyst, and chief of the Computer Systems Development Branch. General Weber served as a systems officer at Headquarters 7th Air Force, Tan Son Nhut Air Base, South Vietnam, from October 1970 to October 1971. There he developed and maintained computer software to support Southeast Asia air strike and reconnaissance mission planning and analysis. In November 1971 General Weber was assigned to Supreme Headquarters Allied Powers Europe. He was the first American member of SHAPE's NATO Programming Center, Glons, Belgium. Serving first with its initial cadre in Milan, Italy, he established and headed configuration control functions of the NPC in support of automated air defense sites throughout Western Europe. Also functioning as the senior U.S. representative of the NPC, he arranged NATO, U.S. and host country assignment and support matters for all U.S. Air Force members and dependents. After completing Armed Forces Staff College in June 1976, General Weber was assigned to the 4000th Aerospace Applications Group, Offutt Air Force Base, as chief of the Data Systems Division. While there he headed development of new mission planning software for operational support of the Block 5D-2 series spacecraft of the Defense Meteorological Satellite Program. In August 1981 he was assigned to Headquarters Strategic Air Command, Offutt, as chief of the Missile Surveillance Division, managing planning, programming and acquisition support of space and ground-based tactical warning and attack assessment sensor systems. He assumed command of the 4000th Satellite Operations Group at Offutt in August 1982. During his tenure the group was reassigned from SAC to the new Air Force Space Command. It was redesignated the 1000th Satellite Operations Group, and supported launch and operation of the first DMSP Block 5D-2 satellite. General Weber became director of systems configuration control and test management, and chairman of the North American Aerospace Defense Command Configuration Control Board at Headquarters Air Force Space Command, Peterson Air Force Base, Colo., in June 1984. He became commander of the 2nd Space Wing, Falcon Air Force Base, Colo., in July 1986. Under his command, the Consolidated Space Operations Center attained operational capability and the 2nd Space Wing assumed operational management of the worldwide Air Force Satellite Control Network, directly supporting numerous space programs. He returned to Headquarters Air Force Space Command in December 1988 as assistant deputy chief of staff, plans. In July 1989 he was assigned as commander, Computer Systems Division, Gunter Air Force Base, Ala. The division provided centralized management for the acquisition and life cycle support of Air Force standard communications and computer systems. Subordinate organizations were Standard Systems Center, Gunter; Command and Control Systems Center, Tinker Air Force Base, Okla.; Air Force Computer Acquisition Center, Hanscom Air Force Base, Mass.; and Computer Services Center, San Antonio. He assumed his present position in July 1991. His military awards and decorations include the Legion of Merit, Bronze Star Medal, Meritorious Service Medal with three oak leaf clusters, Air Force Commendation Medal with oak leaf cluster, National Defense Service Medal, Vietnam Service Medal with three service stars, Republic of Vietnam Gallantry Cross with Palm, and Republic of Vietnam Campaign Medal. He also wears the Master Space Badge. He was promoted to brigadier general Aug. 1, 1988, with same date of rank. (Current as of February 1992)
