W. Kipling At Lee Jr., a member of the Senior Executive Service, is Deputy General Counsel, National Security and Military Affairs, Office of the Air Force General Counsel, Washington, D.C. He is responsible for providing legal advice to the Secretary of the Air Force, the assistant secretaries, the General Counsel and officials of the Secretariat and Air Staff on matters pertaining to military personnel, intelligence, counterintelligence, national security and cyber law (domestic aspects), as well as administrative and criminal investigations.
Mr. At Lee is a 1968 graduate of Missouri Valley College, summa cum laude. He earned a Juris Doctor degree with honors from the University of Texas at Austin.
Mr. At Lee began his association with the Air Force serving as a navigator in the RF-4C Phantom, flying more than 1,300 hours, including 180 combat missions, before entering a career as an Air Force attorney. He has served in locations throughout the world. In previous positions, he served as U.S. Air Force Judiciary Director, as senior legal counsel for the U.S. Air Forces in Europe, and as senior legal counsel at all other levels of command. Mr. At Lee is admitted to practice before the Supreme Court of the United States, Supreme Court of Texas, U.S. Court of Appeals for the 9th Circuit and Court of Appeals for the Armed Forces.
