BRIGADIER GENERAL ROGER C. SMITH Brigadier General Roger C. Smith is the Joint Chiefs of Staff representative, Defense and Space Negotiations, Washington, D.C., and Geneva, Switzerland. General Smith was born in 1937, in Orange, N.J., and graduated from Jonathan Dayton Regional High School, Springfield, N.J., in 1955. He received a bachelor of arts degree in English from Kenyon College, Gambier, Ohio, in 1959 and a master's degree in public administration from the University of Oklahoma in 1973. The general was a distinguished graduate of Squadron Officer School in 1965. He graduated from Armed Forces Staff College in 1971, the National War College in 1979 and completed the Program for Executives at Carnegie-Mellon University in 1983. The general was commissioned a second lieutenant through the Air Force Reserve Officer Training Corps program and entered the U.S. Air Force in August 1959. He was assigned to the 3084th Air Police Squadron, Stony Brook Air Force Station, Mass., as chief of physical security, specializing in nuclear weapons security systems. He completed intercontinental ballistic missile launch officer training at Sheppard Air Force Base, Texas, in July 1962, and subsequently was assigned to the 390th Strategic Missile Wing, Davis-Monthan Air Force Base, Ariz. There he participated in activation and acceptance of the first wing of Titan II missiles, and served as a standardization division combat crewmember. General Smith was assigned to Headquarters Strategic Air Command, Offutt Air Force Base, Neb., in October 1963 as an intercontinental ballistic missile test and evaluation officer, planning and organizing the ICBM operational test program. He later become a missile systems requirements officer for both the Titan II and Minuteman in the Plans Deputate at SAC headquarters. In July 1968 he was assigned as an advanced systems plans officer, SAC Systems Office, Norton Air Force Base, Calif., performing liaison between SAC headquarters and the Space and Missile Systems Office during Minuteman III development. During this period, the Space and Missile Systems Office was awarded the Air Force Organizational Excellence Award. He remained in that position until Minuteman III achieved initial operational capability in July 1970. After completing the Armed Forces Staff College in February 1971, he was assigned to the 509th Strategic Missile Squadron, Whiteman Air Force Base, Mo., as a squadron operations officer. He became chief of the Plans and Intelligence Division for the 351st Strategic Missile Wing at Whiteman in June 1971. In May 1972 he transferred to the Directorate of Plans, Headquarters U.S. Air Force, Washington, D.C., as a planning and programming officer. His duties in the Strategic Forces Division included long-range planning for strategic programs and, collaterally, project officer for establishing and conducting the Air Force program to ensure compliance with the Strategic Arms Limitation Agreements. While in Washington, the general was selected for duty in the Office of the Secretary of the Air Force as a member of the Secretary's Policy Analysis Group and in July 1976 become the group's chief. In these positions he served three secretaries of the Air Force, advising them on matters pertaining to major policy decisions and assisting them in formulating policy statements for presentation to the Congress and the public. After graduation from the National War College in July 1979, General Smith returned to the 351st Strategic Missile Wing at Whiteman Air Force Base as assistant deputy commander for maintenance. He became deputy commander for maintenance in May 1980. During his tenure the 351st won the Blanchard Trophy as the best missile wing in SAC for an unprecedented fourth time, and the 351st Missile Maintenance Organization was named best in SAC and awarded the Chadwell Trophy. In July 1981 he assumed command of the 351st Combat Support Group at Whiteman and in June 1982 became commander of the 351st Strategic Missile Wing, with responsibility for 150 Minuteman II ICBMs. In January 1984 he returned to SAC headquarters as director of intercontinental ballistic missile requirements, Office of the Deputy Chief of Staff, Plans. General Smith served as assistant chief of staff, SAC, from June 1984 to June 1985. He then become a command director for the North American Aerospace Defense Command, combat operations, Cheyenne Mountain Complex, Colo. He assumed his present duties in July 1986. His military decorations and awards include the Defense Superior Service Medal, Legion of Merit with oak leaf cluster, Meritorious Service Medal, Air Force Commendation Medal, Air Force Outstanding Unit Award with oak leaf cluster and the Air Force Organizational Excellence Award. The general wears the Master Missile and Space badges. He was promoted to brigadier general Aug. 1, 1985, with same date of rank. (Current as of April 1987)
