BRIGADIER GENERAL SHELDON J. LUSTIG Brigadier General Sheldon J. Lustig is deputy chief of staff, engineering and services, Headquarters U.S. Air Forces in Europe, Ramstein Air Base, Germany. He is responsible for planning, budgeting, and managing facility and utility system operation, maintenance, repair and new construction programs at the command's installations throughout the European theater. In addition the general oversees fire protection and crash rescue operations; family housing management; food service; billeting; mortuary affairs; laundry and dry cleaning services; Army and Air Force Exchange Service, and Air Force Commissary Service customer advocacy matters; command Class VI management; and disaster preparedness. General Lustig was born in 1931, in Scranton, Pa. He graduated from Central High School, Binghamton, N.Y. in 1949. He was commissioned in June 1953 after graduating from the U.S. Military Academy, West Point, N.Y., with a bachelor of science degree. General Lustig received a master's degree in regional planning from Syracuse (N.Y.) University in 1966. He also completed Squadron Officer School and the Industrial College of the Armed Forces by correspondence and attended the University of Pittsburgh's management program for executives. Meeting the academic and experience prerequisites and passing the national membership examinations, he is a certified member of the American Institute of Certified Planners. He began his military career at Hondo Air Base, Texas, a contract primary flying training school. Beginning with his assignment at Loring Air Force Base, Maine, in January 1954 as a new construction project officer, he has served continuously in a variety of engineering assignments. From February 1956 to February 1959, he served with the 7th Air Division in England, first at Royal Air Force Station Sturgate, Lincolnshire, and later at the headquarters, High Wycombe Air Station, where he became the Strategic Air Command facility project officer for the Thor missile system activation program. Upon his return to the United States, he was assigned to the Air Force Ballistic Missile Division at Inglewood, Calif., as a Titan I facility design project manager and later as an on-site facility design engineer during the activation of the Atlas F missile sites at Plattsburgh Air Force Base, N.Y. In January 1963 he became the base civil engineer at Diyarbakir Air Station, Turkey. Following two years of graduate study at Syracuse University, Colonel Lustig served on the U.S. Air Force inspector general team from June 1966 until July 1968. He was then assigned as the construction operations officer for the 819th Civil Engineering Squadron (RED HORSE), Phu Cat Air Base, Republic of Vietnam. In July 1969 he was assigned to the office of the Air Force Regional Civil Engineer (Central Region), Dallas. In September 1970 he took command of the 99th Civil Engineering Squadron and became the base civil engineer at Westover Air Force Base, Mass. From there he went to Vandenberg Air Force Base, Calif., where he commanded the 4392nd Civil Engineering Squadron and served in the dual role of base civil engineer and deputy chief of staff, civil engineering, 1st Strategic Aerospace Division. General Lustig was assigned to Offutt Air Force Base, Neb., in September 1974 as the assistant deputy chief of staff, engineering and services. He was named deputy chief of staff, engineering and services, for the command in July 1978 and assumed his present duties in August 1980. His military decorations and awards include the Legion of Merit, Bronze Star Medal, Air Force Commendation Medal with three oak leaf clusters and Republic of Vietnam Honor Medal 1st Class.
