BRIGADIER GENERAL WILLIAM J. KENNARD William Jeffers Kennard was born in 1906, in Havana, Cuba, the son of American citizens. He graduated from high school at Pittsburgh, Pa., in 1924, and received his bachelor of arts degree in 1926 and his doctor of medicine degree in 1930, both from the University of Pennsylvania. He was appointed a first lieutenant in the Medical Reserve June 11, 1930, and after serving a year's internship at Walter Reed General Hospital, Washington, D.C., received his regular commission as a first lieutenant in the Medical Corps July 31, 1931. He then remained a year at Walter Reed as a ward officer. In 1932, General Kennard became assistant base surgeon at Edgewood Arsenal, Md. In September 1932, he entered the Army Medical College, graduated in January 1933, and transferred to the Medical Field Service School, from which he graduated in June 1933. He then was assigned to the Second Medical Regiment at Fort Sam Houston, Texas, and a year later became supply officer at the station hospital at Selfridge Field, Mich. General Kennard went to Clark Field, Philippine Islands, in 1939, as senior flight surgeon of the Philippine Department. In early 1942 he was appointed flight surgeon for the Allied Air Forces in North Australia, and later that year became surgeon of the Far East Air Forces. In August 1942, General Kennard was assigned as surgeon at Davis-Monthan Field, Ariz. He was named surgeon for the Second Bomber Command at Fort George Wright, Wash., in May 1943, and the following October became base surgeon there. General Kennard entered the National War College in August 1946, graduated in June 1947, and was appointed chief of the Aviation Medicine Branch in the Office of the Air Surgeon at Air Force headquarters. He became chief of the Care of Flyer Division in that office in June 1948, and in December 1949, was named Director of Medical Plans and Hospitalization there. In December 1951, General Kennard was assigned to Supreme Headquarters of the Allied Powers in Europe at Paris, France, as Senior NATO Medical Officer to Logistics Service Division. Transferred to the Military Air Transport Service at Andrews Air Force Base, Md., 0ct. 15, 1954, General Kennard was designated Surgeon of MATS. General Kennard has been awarded the Legion of Merit, Silver Star, Army Commendation Ribbon and Purple Heart.
