MAJOR GENERAL HERBERT L. EMANUEL

Major General Herbert L. Emanuel is assistant deputy chief of staff for manpower and personnel, Headquarters U.S. Air Force, Washington, D.C.

General Emanuel was born in 1930, in North Adams, Mass. He is a 1948 graduate of the Mount Herman Preparatory School in Northfield, Mass., and graduated in 1952 from the University of Massachusetts, Amherst, with a bachelor's degree in communicative arts. He later earned a master's degree in personnel management from The George Washington University, Washington, D.C., and graduated from the Armed Forces Staff College, Norfolk, Va., and the Industrial College of the Armed Forces, Fort Lesley McNair, Washington, D.C.

He received his commission as a second lieutenant in May 1952 through the Reserve Officers' Training Corps program at the University of Massachusetts. He then had successive assignments as a personnel officer at Shaw Air Force Base, S.C.; Miami International Airport; and Charleston Air Force Base, S.C.

In February 1954 General Emanuel was assigned to the 7500th Air Base Group, 3rd Air Force, U.S. Air Forces in Europe, Denham Studios, England, as a personnel staff officer. He served the last year of his tour of duty there as the group's acting director of personnel.

From February 1957 to November 1957, General Emanuel was assigned as chief of airmen personnel and base information services officer at Plattsburgh Air Force Base, N.Y. Later that year he became director of cadet activities at the U.S. Air Force Academy, Colo. He was responsible for cadet extracurricular life and developed many of the programs which have become traditional at the academy.

In June 1962 he entered The George Washington University under the Air Force Institute of Technology program. After graduation in June 1963, he reported to the Officer Assignments Division in the Directorate of Military Personnel, Headquarters U.S. Air Force. General Emanuel moved with the directorate in June 1965 to help establish the Air Force Military Personnel Center at Randolph Air Force Base, Texas. He was responsible for the selection of officers to attend Air Force professional military education and Air Force Institute of Technology programs. He served there until entering the Armed Forces Staff College in January 1967.

Upon completion of the Armed Forces Staff College, General Emanuel was assigned to Headquarters Pacific Air Forces, Hickam Air Force Base, Hawaii, where he completed a two year tour of duty as deputy director of personnel plans. In August 1969 he became director of personnel plans and requirements, Headquarters 7th Air Force, Tan Son Nhut Air Base, Republic of Vietnam.

Following his assignment to the Republic of Vietnam, General Emanuel returned to Headquarters U.S. Air Force as a personnel planner. In August 1972 General Emanuel entered the Industrial College of the Armed Forces. Upon graduation in June 1973, he returned to U.S. Air Force headquarters as deputy director of personnel plans in the Office of the Deputy Chief of Staff, Personnel, and later as deputy director of personnel plans for plans and policy. In this latter capacity he was instrumental in designing and implementing many initiatives calculated to foster morale and discipline in the austere personnel management environment of the 1970s.

General Emanuel then become deputy assistant deputy chief of staff for personnel, military personnel, and vice commander of the Air Force Military Personnel Center (later Air Force Manpower and Personnel Center) in March 1976. In March 1979 he become director of personnel programs at Headquarters U.S. Air Force, and assumed his present duties in February 1981.

His military decorations and awards include the Air Force Distinguished Service Medal, Legion of Merit with oak leaf cluster, Bronze Star Medal, Meritorious Service Medal, Air Force Commendation Medal with oak leaf cluster and Army Commendation Medal.

He was promoted to major general July 1, 1979, with date of rank Sept. 1, 1975.
