MAJOR GENERAL JOHN C. TOOMAY Major General John C. Toomay is deputy chief of staff for development plans, Headquarters Air Force Systems Command, Andrews Air Force Base, Md. A native Californian, General Toomay has bachelor degrees from the University of the Pacific and the University of Southern California, and a master's degree from The George Washington University. He is also a graduate of the Industrial College of the Armed Forces and the Air Command and Staff College. He entered the Army Air Corps as a private in March 1943 and left active duty in September 1946 as a first lieutenant. For 14 months during World War II, he was commander of an isolated outpost in Greenland. General Toomay was recalled to active duty in August 1950 during the Korean War. For the next seven years he was assigned to what is now Air Force Communications Service and served in the United States, Japan, and Hawaii as a cryptographic officer. He has spent the remainder of his career in research and development in a variety of assignments. -- At Rome Air Development Center, N.Y., he was program manager of two major radar programs, the Trinidad Radar and the FPS-85 Spacetrack Radar. -- He spent four years as a program manager in the Advanced Research Projects Agency, managing various advanced ballistic missile defense radar programs. -- At the Space and Missile Systems Organization, he headed the technology program developing advanced re-entry systems for the strategic missile forces. -- In the early seventies, he returned to RADC where he was deputy commander and then commander of the center. -- He served for three years as military assistant to the deputy director of strategic and space systems in the Office of the Director of Defense Research and Engineering. -- He was director of development and acquisition on the Air Staff for one year, beginning in September 1975 after serving as deputy director for three months. He is co-author of more than 25 published technical reports, studies and papers. He is a member of Tau Beta Pi. His military decorations and awards include the Distinguished Service Medal, Legion of Merit with oak leaf cluster and the Meritorious Service Medal with oak leaf cluster. General Toomay was promoted to the grade of major general on February 6, 1976, with date of rank June 7, 1973. (Current as of December 1976)
