BRIGADIER GENERAL VICTOR S. STACHELCZYK Brigadier General Victor S. Stachelczyk is director of command control systems and logistics for the U.S. Space Command and deputy chief of staff for systems integration, logistics and support, U.S. Air Force Space Command, Peterson Air Force Base, Colo. His organizations provide the planning, policy and management direction, implementation and operational support of command and control systems, communications, computers, supply, transportation and logistics systems. The general was born in 1938, in Derby, Conn. He received a bachelor's degree in mathematics from the University of Bridgeport in 1962, a master of science degree in computer science from Purdue University in 1967 and a master's degree in aerospace management from the University of Southern California in 1969. He completed Squadron Officer School in 1965, Air Command and Staff College as a distinguished graduate in 1972, and the Industrial College of the Armed Forces in 1979. He also completed the Columbia University Executive Program in Business Administration in 1984. General Stacheiczyk was a distinguished graduate of Officer Training School, Lackland Air Force Base, Texas, and received his commission as a second lieutenant in May 1962. He then entered the Communications-Electronics Officers School and, upon graduation in October 1962, was assigned to the 11th Strategic Aerospace Wing, Altus Air Force Base, Okla. While there, he served successively as base communications officer, budget and programming officer, communications operations officer and chief of missile communications. In November 1964 the general was assigned to the 932nd Aircraft Control and Warning Squadron, Rockville Naval Installation, Iceland, as squadron communications-electronics officer and as communications staff officer for Air Forces Iceland. In November 1965 he returned to the United States and entered Purdue University to complete his master's degree through the Air Force Institute of Technology program. In August 1967 he was assigned to Headquarters 4th Air Force, Hamilton Air Force Base, Calif., as chief, Computer and Communications Maintenance Branch. He also served as Backup Intercept Control Systems project officer and briefing officer for the western North American Defense Region. While assigned to Hamilton, he completed requirements for his second master's degree. From December 1968 to May 1971 he was assigned to Headquarters Aerospace Defense Command, Ent Air Force Base, Colo., as chief, Computer and Communications Branch. After graduating from Air Command and Staff College in June 1972, he was assigned to Headquarters Air South, Naples, Italy, as the North Atlantic Treaty Organization Air Defense Ground Environment (NADGE) project officer. He simultaneously served as a member of the NATO Air Defense Software Committee in Brussels, Belgium. The general transferred to Supreme Headquarters Allied Powers Europe, Mons, Belgium, in July 1974 as staff officer for the NATO Air Defense Electronic Environment Committee and the NADGE policy board. Upon returning to the United States in July 1976, General Stachelczyk established a new Air Staff Division, Systems Management, at Headquarters U.S. Air Force, Washington, D.C. A Systems Management Division also was created at each major command. The division's task was the automation and mechanization of administrative functions Air Force-wide. After completing the Industrial College of the Armed Forces in June 1979, General Stachelczyk was assigned as commander, 2187th Communications Group, Aviano Air Base, Italy. He was responsible for all U.S. Air Force communications and air traffic control support in Italy. In June 1981 he transferred to the European Communications Division, Ramstein Air Base, West Germany, as chief of staff and in October 1982 he became vice commander of the division. He was assigned to Headquarters Air Force Communications Command, Scott Air Force Base, Ill., and served as chief of staff, information systems, from June 1983 until December 1984, when he became commander of the Airlift Information Systems Division. In July 1986 he became the director of command, control and communications systems, Headquarters U.S. European Command, Stuttgart-Vaihingen, West Germany. He assumed his present duties in March 1988. His military decorations and awards include the Defense Superior Service Medal, Legion of Merit with oak leaf cluster, Meritorious Service Medal with three oak leaf clusters, Air Force Commendation Medal, Air Force Outstanding Unit Award, Air Force Organizational Excellence Award, National Defense Service Medal, Humanitarian Service Medal, Air Force Overseas Ribbon-Short, Air Force Overseas Ribbon-Long with three oak leaf clusters, Air Force Longevity Service Award Ribbon with five oak leaf clusters, and Small Arms Expert Marksmanship Ribbon. A Meritorious Service Medal for earthquake relief was conferred on him by the Italian government. He was promoted to brigadier general July 1, 1986, with same date of rank.
