MAJOR GENERAL PHILIP L METZLER JR. Major General Philip L. Metzler Jr. is deputy chief of staff for logistics, Headquarters U.S. Air Forces in Europe, Ramstein Air Base, Germany. General Metzler was born in 1941, in Colorado Springs, Colo., where he graduated from Colorado Springs High School in 1959. He earned a bachelor of science degree from Northern Colorado University in 1963 and a master of science degree from Troy State University in 1974. He completed Squadron Officer School in 1967, Air Command and Staff College in 1974, and Air War College in 1980. The general attended Dartmouth College's Tuck Executive Program in 1985, the Harvard Program for Senior Executives in National and International Security in 1988, and the Joint Flag Officers Warfighting Course in 1991. He was commissioned through the Reserve Officer Training Corps program in July 1963 and entered the Aircraft Maintenance Officer Course at Chanute Air Force Base, Ill. He graduated with honors in February 1964 and then was assigned to the 55th Strategic Reconnaissance Wing, Forbes Air Force Base, Kan., as a squadron-level aircraft maintenance officer. General Metzler moved with the wing to Offutt Air Force Base, Neb., in October 1966 and was the field maintenance supervisor until October 1967. He then was assigned to the 416th Tactical Fighter Squadron, Phu Cat Air Base, South Vietnam, as maintenance officer. In October 1968 he returned to Offutt Air Force Base as a member of the Strategic Air Command Maintenance Standardization and Evaluation Team. He transferred to the Air Force Military Personnel Center, Randolph Air Force Base, Texas, in October 1970 and served as chief of the career development team for the aircraft maintenance officer field. The general then attended Air Command and Staff College from August 1973 to August 1974, after which he was assigned to Williams Air Force Base, Ariz., as commander, 82nd Field Maintenance Squadron. He was assigned in August 1976 to U.S. Air Forces in Europe headquarters, where his duties included responsibility for the implementation of a new maintenance organizational structure known as Combat Oriented Maintenance Organization throughout U.S. Air Forces in Europe. In August 1979 General Metzler entered the Air War College and, upon graduation in June 1980, was assigned to the Missile and Aircraft Systems Division, Ogden Air Logistics Center, Hill Air Force Base, Utah. There he served as chief of the Quality Assurance Division from October 1980 to December 1981, and then became chief of the Aircraft Division, Directorate of Maintenance. In March 1983 the general transferred to the Sacramento Air Logistics Center, McClellan Air Force Base, Calif., as director of maintenance. He was responsible for the annual depot-level overhaul of more than 300 F-111, A-10, F-4 and F-106 aircraft and an equal number of major communications-electronics systems. In March 1985 he became director of materiel management for the center. General Metzler was assigned to the Office of the Deputy Chief of Staff, Logistics and Engineering, Headquarters U.S. Air Force, Washington, D.C., in August 1986 and served as director of maintenance and supply. He assumed his present position in November 1987. The general's awards and decorations include the Legion of Merit, Bronze Star Medal, Meritorious Service Medal with two oak leaf clusters, Air Force Commendation Medal with oak leaf cluster, Presidential Unit Citation, Air Force Outstanding Unit Award with "V" device and two oak leaf clusters, National Defense Service Medal, Vietnam Service Medal with four service stars, Air Force Longevity Service Award Ribbon with silver oak leaf cluster, Republic of Vietnam Gallantry Cross with Palm, and Republic of Vietnam Campaign Medal. He was promoted to major general May 1, 1990, with same date of rank. (Current as of January 1992)
