MAJOR GENERAL EDMUND C. LYNCH Edmund Clayton Lynch was born in Philadelphia, Penn., in 1900. He graduated from the U.S. Military Academy Air Corps June 13, 1922. For two years thereafter he was a student at Brooks and Kelly fields in Texas, where he underwent ground and flying instruction. He then spent five months as an aerial photographer at Chattanooga and Morristown, Tenn. In December 1925, General Lynch became a student at the Air Service Balloon and Airship School at Scott Field, Ill., and completed the course in June 1926. He remained at Scott Field on garrison duty until September 1926, when he was transferred to Brooks Field for ten months of flying training and ground school instruction. In February 1927, he returned to Kelly Field as a student at the Air Corps Advanced Flying School and completed the observation course there in August 1927. He then returned to Brooks Field where he spent eight months on duty with the Department of Ground Instruction. Upon completion of a special course at the School of Navigation at Wright Field, Ohio, in June 1929, General Lynch was assigned to the Seventh Observation Squadron at France Field, Canal Zone. During the following two years he was post operations officer, post information officer and maneuvering officer. In July 1931, he was assigned to Brooks Field as a ground school instructor. Three months later he was transferred to Randolph Field, Texas, in the same capacity, later becoming post operations officer, acting post signal officer, and assistant instructor of Army extension courses. In August 1936, General Lynch reported to Maxwell Field, Ala., as a student at the Air Corps Tactical School and completed the course in June 1937. Two months later he enrolled at the Command and General Staff School at Fort Leavenworth, Kan., from which he graduated in June 1938. The following month he was assigned to Langley Field, Va., as assistant G-2 at General Headquarters Air Force, and in April 1939, transferred to Personnel Division, G-1. In March 1942, General Lynch became assistant chief of the Enlisted Branch, Personnel Division G-1, War Department General Staff and in January 1943, was designated executive officer. In July 1943, he was assigned as chief of the Enlisted Branch. In June 1944, General Lynch was given command of the III Tactical Air Division at Key Field, Miss. He was appointed chief of staff of the Third Air Force at Tampa, Fla., in January 1945, and became a commanding general of the Third the following May. General Lynch was named chief of staff of the 11th Air Force in Alaska in October 1945, and two months later took over the Alaskan Air Command then at Adak in the Aleutians. He was designated commanding general of the Aleutian Section of the Alaskan Department in October 1946. In December 1947, General Lynch was assigned to U.S. Air Force headquarters in Washington, D.C. The following February he became assistant comptroller of the Air Force. In December 1948, he was appointed chief of the Organization Division in the Office of the Deputy Chief of Staff for Operations at Air Force headquarters. A year later he became director of manpower and organization in that office, and in July 1951, was given temporary duty as director of the Manpower Requirements Division in the Office of the Assistant Secretary of Defense for Manpower and Personnel. In October 1951, he was given primary duty as director of the Manpower Requirements Division. General Lynch has been awarded the Legion of Merit. He is rated a command pilot, balloon pilot, combat observer, balloon observer and aircraft observer. (Up to date as of Oct. 8, 1951)
