GREGORY H. PETKOFF

Gregory H. Petkoff, a member of the Senior Executive Service, is Principal Deputy to the Staff Judge Advocate, Headquarters Air Force Materiel Command, Wright-Patterson Air Force Base, Ohio. He is responsible for assisting the Command Staff Judge Advocate in providing legal services, other than military justice, to the headquarters staff, center, base and laboratory legal offices, the AFMC Law Office, and more than 300 attorneys and nearly 200 paralegals at 18 locations. These legal services support the command's $34 billion acquisition, technology and logistics missions involving more than one-third of the Air Force budget. Approximately 75,000 military and civilian personnel perform the command missions.
 
Mr. Petkoff received his undergraduate degree from Georgetown University in 1973 and his law degree from the University of San Diego in 1976. He began his federal career in 1980 at Wright-Patterson AFB, providing legal advice on research and development contracts and major weapon systems acquisitions. In 1982, he became Chief, Contract Law Branch, 2750th Air Base Wing, Wright-Patterson AFB, responsible for providing legal advice on base, centralized and specialized contracting actions. In 1984, Mr. Petkoff transferred to the Office of the Air Force General Counsel at the Pentagon. He was the Air Force Legal Member of the Defense Acquisition Regulatory Council from 1985 to 1989. He then served as the legal adviser in the Air Force Secretariat on aircraft, ballistic missile and command and control programs. He also led the Air Force team that defended bid protests challenging Air Force contracting actions and provided advice to clients on a wide range of issues including depot management, outsourcing and privatization. 

In 2003, Mr. Petkoff became the Deputy Chief, Contracting Operations Division in the Office of the Assistant Secretary for Acquisition. He helped manage the organization that develops staff positions on contracting issues that come to the attention of the Air Staff and Secretariat. Before assuming his present position, he also served as the U.S. Representative to the Legal, Contracts and Finance Committee that helps manage the North Atlantic Treaty Organization Airborne Early Warning and Control System Program.
