BRIGADIER GENERAL RICHARD A. KLUMPP JR. Brig. Gen. Richard A. Klumpp is the Director, Strategic Planning, Deputy Chief of Staff for Strategic Plans and Programs, Headquarters U.S. Air Force, Washington, D.C. He is responsible for directing the development and implementation of Air Force long-range strategic planning, as well as providing associated policy guidance. General Klumpp is a distinguished graduate of the U.S. Air Force Academy. After completing a master's degree in public policy from Harvard's John F. Kennedy School of Government, he attended pilot training and earned his wings in September 1988. He is a command pilot with more than 3,100 flying hours in a variety of aircraft. The general has commanded at the squadron, expeditionary group and wing levels, to include Commander, 71st Flying Training Wing, Vance AFB, Okla. He has served as a military aide to the Vice President, and as Chief of Staff, Joint Functional Component Command for Integrated Missile Defense, Schriever AFB, Colo., a component of U.S. Strategic Command, as well as a variety of other staff positions. Most recently, General Klumpp was the Director of the Commander, International Security Assistance Force Liaison to the U.S. Ambassador in Kabul, Afghanistan.
