Brig. Gen. Gregory M. Gutterman is the Director, Air Force Security Assistance and Cooperation Directorate, Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio. He leads a 700-person Directorate located in five states and three countries responsible for providing security assistance and cooperation activities to 110 Partner Nations world-wide. As the Headquarters Air Force Materiel Command International Affairs lead, General Gutterman administers the Air Force’s $185 billion Foreign Military Sales Enterprise enabling weapon system acquisition and support for more than 6,700 aircraft. He manages interagency coordination activities, develops and executes international agreements, and manages the Command’s foreign military sales and disclosure policies thereby delivering airpower capabilities, building partner capacity, and meeting national security objectives.
General Gutterman was commissioned in 1989 as a graduate of the U.S. Air Force Academy. He began his career as an Intercontinental Ballistic Missile Technical Engineer in the 321st Strategic Missile Wing, Grand Forks AFB, North Dakota. He then transitioned into the program management profession and has held a variety of assignments across the entire acquisition life cycle to include experience across all Air Force Materiel Command product groups: electronics, weapons, and aircraft. General Gutterman’s experience includes assignments in the Assistant Secretary of the Air Force for Acquisition’s Global Power and Information Dominance Capabilities Directorates, as well as budget and finance experience as the Director of Strategic Plans, Programs, and Analyses at Air Force Materiel Command.
His previous command experience includes: Commander, 682nd Armaments Systems Squadron at Eglin AFB, Florida; Commander, 554th Electronic Systems Group at Wright-Patterson AFB, Ohio; and F-22 Senior Materiel Leader (Wing Commander equivalent) at Wright-Patterson AFB, Ohio. General Gutterman is an Acquisition Corps member with 30 years engineering and acquisition experience. He has professional certifications in Program Management, Acquisition Logistics, Engineering, and International Affairs. Prior to his current assignment, General Gutterman was the Director of Strategic Plans, Programs and Analyses, Headquarters Air Force Materiel Command, Wright-Patterson Air Force Base, Ohio.
