The Air Force can't provide official uniform items, but several private companies exist to meet your needs.  Use you Internet browser's search engine to find the appropriate one.

How do I go about getting government surplus equipment?

You need to contact the Defense Logistics Agency's Defense Reutilization and Marketing Service. Their website has information for the general public. 

The headquarters for DLA Disposition Services is located in the Hart-Dole-Inouye Federal Center in Battle Creek, MI. Additional sites are located around the world.
