BRIGADIER GENERAL TEDDY E. RINEBARGER Brigadier General Teddy E. Rinebarger is the assistant deputy director, international negotiations, J-5, the Joint Staff, Washington, D.C. General Rinebarger was born in 1941, in Chanute, Kan., and graduated from Wichita (Kan.) East High School in 1959. He earned a bachelor of arts degree in journalism from Wichita State University in 1964 and a master of science degree in industrial management from the University of North Dakota in 1970. He completed Squadron Officer School in 1973, Air Command and Staff College in 1977, Naval War College in 1981 and graduated from Harvard University's Senior Officials in National Security Program. The general enlisted in the Air Force in April 1964 and was commissioned as a distinguished graduate from Officer Training School, Lackland Air Force Base, Texas, in July 1964. On his first assignment to Malmstrom Air Force Base, Mont., he served first as an administrative officer with the 341st Combat Support Group and later as commander, Headquarters Squadron Section, 341st Strategic Missile Wing. In July 1966 General Rinebarger moved to Grand Forks Air Force Base, N.D., as deputy missile combat crew commander. During this assignment, he also served as an instructor, evaluator, crew commander, missile procedures trainer operator and emergency war order instructor. Selected for a career-broadening assignment in missile maintenance, he moved to Whiteman Air Force Base, Mo., in December 1970 as a combat targeting officer. He later served as the 351st Strategic Missile Wing's maintenance job control officer and as chief of the Training Control Division. In April 1973 he moved to Headquarters Strategic Air Command, Offutt Air Force Base, Neb., as a missile maintenance staff officer in the Office of the Deputy Chief of Staff, Logistics. He graduated from Air Command and Staff College in June 1977 and was assigned to the Air Force Military Personnel Center, Randolph Air Force Base, Texas. He served as resource manager for the missile officer career field and the following year became chief of the Palace Missile Team there. After graduating from Naval War College in July 1981, General Rinebarger returned to Malmstrom Air Force Base. He served first as commander of the 564th Strategic Missile Squadron, and in August 1982 was named assistant deputy commander for maintenance, 341st Strategic Missile Wing. In August 1983 the general was reassigned to Whiteman Air Force Base as 351st Strategic Missile Wing deputy commander for maintenance. In January 1985 he became vice commander, 90th Strategic Missile Wing, Francis E. Warren Air Force Base, Wyo., where he was involved in preparations to deploy the Peacekeeper ICBM. The general returned to Malmstrom Air Force Base for a third tour in December 1985, this time as commander of the 341st Strategic Missile Wing. During this assignment, the wing won the Blanchard Trophy as champions of the annual SAC Missile Combat Competition and the Lee R. Williams Trophy as SAC's Most Outstanding Missile Wing. In July 1987 General Rinebarger returned to SAC headquarters as assistant deputy chief for strategic planning and analysis. In this position he was responsible for all aspects of the Single Integrated Operational Plan and limited nuclear war planning. In June 1988 he became assistant deputy chief of staff for requirements. His responsibilities included defining, developing and advocating SAC operational requirements as part of the acquisition process for new and modified systems. In July 1989 he again returned to Malmstrom Air Force Base as commander of the 40th Air Division, with responsibility for the 301st Air Refueling Wing and the 341st Strategic Missile Wing, as well as all base support functions. He became the Joint Chief of Staff's representative to the Defense and Space Talks in June 1991. He assumed his present position in February 1992. The general's military awards and decorations include the Legion of Merit, Meritorious Service Medal with two oak leaf clusters, Air Force Commendation Medal with oak leaf cluster, and Combat Readiness Medal. He was promoted to brigadier general Oct. 1, 1989, with same date of rank. (Current as of March 1992)
