BRIGADIER GENERAL ROSCOE M. COUGILL

Brigadier General Roscoe M. Cougill is director of the Command, Control, Communications and Computer Systems Directorate, U.S. Central Command, MacDill Air Force Base, Fla.

General Cougill was born in 1941 in Charleston. I11. He earned a bachelor of science degree in education from Eastern Illinois University in 1963, and a master of science degree in guidance and counseling from Troy State University in 1976. He completed Army War College in 1981.

The general entered the Air Force in August 1964, and received his commission upon graduation from Officer Training School, Lackland Air Force Base, Texas, in November 1964. He completed the Basic Communications Officer Course at Keesler Air Force Base, Miss., in December 1965. He then was assigned to the 825th Communications Squadron, Little Rock Air Force Base, Ark., where he was chief of operations and launch enable systems control officer on the Titan missile system.

In June 1967 he transferred to the 392nd Communications Squadron, Vandenberg Air Force Base, Calif., as chief of operations. In July 1968 he became chief of operations for the 27th Communications Squadron, Andersen Air Force Base, Guam, with additional duty as officer-in-charge of two operating locations at Da Nang and Bien Hoa air bases, Republic of Vietnam.

Upon completion of the communications staff officer course at Keesler Air Force Base in February 1971, he assumed command of the 2052nd Communications Squadron there. In July 1973 he was assigned as an action officer responsible for European plans, Office of the Deputy Chief of Staff for Plans, Headquarters Air Force Communications Service, Richards-Gebaur Air Force Base, Mo.

After graduating from Air Command and Staff College, Maxwell Air Force Base, Ala., in July 1976, General Cougill was assigned to Headquarters U.S. Air Force, Washington, D.C. He served, first, as an action officer for mobile communications and war plans, then as executive officer in the Directorate of Command, Control and Telecommunications.

He graduated from the Army War College, Carlisle Barracks, Pa., in July 1981 and assumed command of the 2179th Communications Group, Patrick Air Force Base, Fla. In June 1983 he became executive officer of the Command, Control and Communications Division, International Military Staff, Headquarters NATO, Brussels, Belgium. He returned to the United States as deputy director for plans, policy and programming, assistant chief of staff, information systems, Air Force headquarters, in July 1985, then became director in July 1986.

In October 1986 he was assigned as chief of staff, Headquarters Air Force Communications Command, Scott Air Force Base, Ill. In May 1988 he became deputy assistant chief of staff, systems for command, control, communications and computers, Air Force headquarters. He assumed his present duties in May 1989.

The general's military decorations and awards include the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal with four oak leaf clusters, and Air Force Commendation Medal.

He was promoted to brigadier general Sept. 1, 1989, with same date of rank.
