MAJOR GENERAL JOSEPH H. CONNOLLY

Major General Joseph H. Connolly is deputy director for acquisition management, Defense Logistics Agency, Cameron Station, Va. He is responsible for the agency's procurement and contract administration activities. The Defense Logistics Agency buys and manages supplies used by all the military services and manages defense contracts after they are awarded.

General Connolly was born in 1930 in Paterson, N.J. He graduated from Pennsylvania State University, University Park, with a bachelor of science degree in chemistry in 1954 and earned a master's degree in engineering administration from The George Washington University, Washington, D.C., in 1964. He completed additional graduate work in research and development management and international business at American University, Washington, D.C., in 1968. He graduated from the Armed Forces Staff College, Norfolk, Va., in 1969; completed the University of Houston executive development program in 1977; and the Harvard Business School Advanced Management program in 1984.

Entering the Air Force in June 1955, the general began his career as a contracting officer at Headquarters Air Research and Development Command (now Air Force Systems Command) in Baltimore. In July 1956 he was assigned as a contracting officer to the Air Force Office of Scientific Research in Washington, D.C.

In September 1960 General Connolly transferred to Brussels, Belgium, where he was chief of research and development contracts in the European Office of Aerospace Research. He returned to the United States in June 1963 and entered The George Washington University under the Air Force Institute of Technology program.

The general moved to the Office of Aerospace Research headquarters, Washington, D.C. (later Arlington, Va.), in July 1964 as chief, Research and Development Division in the Directorate of Procurement. In September 1965 he became deputy director of procurement.

Following graduation from the Armed Forces Staff College in August 1969, he was assigned to Headquarters 7th Air Force, Tan Son Nhut Air Base, Republic of Vietnam, as commander, Vietnam Procurement Center and deputy director of procurement. After his return to the United States in September 1970, General Connolly was a procurement management staff officer at Headquarters Air Force Systems Command, Andrews Air Force Base, Md.

From June 1973 to October 1974, General Connolly served as the assistant for procurement management to the deputy assistant secretary (programs and acquisition), Office of the Assistant Secretary of the Air Force (installations and Logistics), Washington, D.C. He was then assigned as deputy director of procurement policy in the Office of the Deputy Chief of Staff, Systems and Logistics, Headquarters U.S. Air Force.

In March 1977 General Connolly transferred to the Office of the Deputy Undersecretary of Defense for Research and Engineering (Acquisition Policy) in Washington, D.C., as military assistant to the director of contracts and systems acquisition until February 1978. General Connolly was then named commander of the Defense Contract Administration Services Region, Defense Logistics Agency, Los Angeles.

Returning to Washington, D.C., in August 1979, the general was named director of contracting and manufacturing policy, Office of the Deputy Chief of Staff for Research, Development and Acquisition. He assumed his present duties in January 1983.

General Connolly was appointed by both presidents Reagan and Carter to the President's Committee for Purchase from the Blind and Other Severely Handicapped. On June 14, 1984, he was appointed as chairman of the committee, which is an independent agency of the U.S. government.

His military decorations and awards include the Defense Superior Service Medal, Legion of Merit with oak leaf cluster, Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal, Air Force Commendation Medal with oak leaf cluster, Air Force Outstanding Unit Award Ribbon with "V" device and oak leaf cluster, and Air Force Organizational Excellence Award Ribbon with "V" device.

He was promoted to major general June 1, 1982, with date of rank Aug. 1, 1978.
