MAJOR GENERAL VIRGIL J. "JACK" TONEY Maj. Gen. Virgil J. "Jack" Toney is mobilization assistant to the Inspector General of the Air Force, Office of the Secretary of the Air Force, Washington, D.C. General Toney entered the Air Force in 1966 as a graduate of the U.S. Air Force Academy. He was commissioned as a second lieutenant and reported as a graduate student to the Air Force Institute of Technology, University of California at Los Angeles. He served as a personnel officer in the United States and in Panama and was released from active duty in 1972. He then joined the Air Force Reserve Individual Mobilization Augmentee Program as a personnel officer and supply operations officer at Air Force logistics activities in California, Utah and Texas. Prior to his current assignment, he was mobilization assistant to the Director, Defense Logistics Agency, Fort Belvoir, Va. In his civilian capacity, he is assistant deputy director, Office of Health Plan Oversight, California Department of Managed Health Care.
