BRIGADIER GENERAL CHARLES E. POTTER Brig. Gen. Charles E. Potter is the Director, Manpower, Personnel, and Resources, and Chief of the Medical Service Corps, Office of the Air Force Surgeon General, Falls Church, Virginia. As Director of Manpower, Personnel and Resources, he advises the Air Force Surgeon General on all aspects of planning, programming, budgeting, and execution for a $42 billion Defense Health Program manpower portfolio, and a $6.2 billion annual budget supporting 2.6 million beneficiaries and 75 military treatment facilities worldwide. He is also responsible for personnel policy, force development and staffing requirements for 43,000 active-duty officer, enlisted and civilian personnel and is responsible for all Air Force medical education and training worldwide. As the Corps Chief, Medical Service Corps, General Potter is the senior health care administrator in the Air Force and responsible for accessions, development and management of 960 health care administrative professionals in the corps. General Potter was born in Lakewood, New Jersey, and graduated from Toms River High School in 1969. He received his Baccalaureate degree from Nyack College in Nyack, New York, in 1973 and his master’s degree from Georgian Court University in Lakewood, New Jersey in 1982. General Potter joined the U.S. Air Force Reserves in 1980 and received a direct commission as a second lieutenant in the Reserves in 1983. He attended the Health Services Administration Course at Sheppard Air Force Base, Texas, in 1984 and reported to his first active duty assignment in 1985.
