Mr. Jeffery Hurley, a member of the Senior Executive Service, is the Executive Director for Command, Control, Communications, and Cyber Systems (C4S) and the Deputy Chief Information Officer for U.S. Transportation Command, Scott Air Force Base, Illinois. He provides oversight of the Joint Deployment and Distribution Architecture to guarantee mission assurance through resilient, critical C4S for USTRANSCOM and its five component commands. He guides development and implementation of the Enterprise Infrastructure portfolio and associated information technology investments supporting migration to the Department of Defense Joint Information Environment.
Mr. Hurley joined the Navy and served in a variety of technical and supervisory key positions. He achieved the rank of Chief Petty Officer prior to his selection as Limited Duty Officer and selected to Lieutenant Commander to finish his distinguished career of nearly 23 years. Mr. Hurley held positions at shore stations to include Naval Support Forces, Antarctica, Anti-Submarine Communications Station, Keflavik, Iceland, Pacific Command, Camp H.M. Smith Hawaii, Naval Telecommunications Station Detachment, London, United Kingdom, and the Naval Postgraduate School, Monterey, California. Additionally, he served as Electronics Material Officer and Combat Systems Officer aboard USS Freedom (LCS-1), USS Samuel Eliot Morison (FFG-13), USS Estocin (FFG-12) and USS Kauffman (FFG-59).
After his retirement in 2009, Mr. Hurley entered Federal Civilian Service. He served in positions such as Operations Manager, Project Lead, Program Manager, Supervisor, and Senior Manager. As a Project Lead within Foreign Military Sales, Mr. Hurley led a diverse team of more than 25 information technology, engineering, financial, and logistics professionals in the delivery of $25 million in external communication systems and upgrades to Foreign Military Sales customers. In 2016, he performed as Supervisor for the Ships New Construction Competency at Naval Information Warfare Center Atlantic where he provided leadership to teams managing the C4I systems installation in 12 new construction shipbuilding programs. Most recently, he served as the Senior Manager, Sustainment Engineering and Fleet Support Competency at NIWC Atlantic, responsible for a geographically diverse team consisting of over 800 personnel including civilians, military, and government contractors.
