CARRIE WALTZ

Ms. Carrie Waltz, a member of the Senior Executive Service, is the Deputy Director of Military Force Management Policy, Deputy Chief of Staff for Manpower, Personnel and Services, Headquarters U.S. Air Force, the Pentagon, Arlington, Virginia. In this position, she is responsible for establishing and overseeing Departmental military force management policies that support and retain Air Force and Space Force personnel across the human capital lifecycle and foster a diverse and inclusive culture. These policies, supported by an annual military personnel account valued at approximately $35 billion, guide the accession, assignment, evaluation, classification, compensation, skill analysis, force shaping, promotion, readiness, fitness, retraining, retention, separation and retirement of active, guard and reserve military personnel, and ensure Airmen and Guardians have the necessary experiences and attributes required to compete, deter, and win in the high-end fight.

Prior to her current assignment, she served as the Vice Director for Manpower and Personnel, the Joint Staff. In this role, Ms. Waltz served alongside the Director, J1, as the principal advisor to the Chairman of the Joint Chiefs of Staff on all matters pertaining to human capital management across the Joint Force. Ms. Waltz is a seasoned human resources professional with extensive experience across the full spectrum of military and civilian personnel programs, manpower programming, resourcing, readiness, and force development. She also has in-depth experience with national and Department-level strategy, plans and policy development. Prior to her role in the J1, Ms. Waltz served in the Joint Staff Cyber Division, leading joint, multinational and interagency cyber, artificial intelligence and machine learning programs.
