MARK CYR

Mark Cyr, a member of the Senior Executive Service, is the Deputy Director for Strategic Plans, Policy and Logistics, United States Transportation Command, Scott Air Force Base, Illinois. Mr. Cyr is the principal executive assistant to the Director for Department of Defense transportation strategic planning, policy, and logistics. The directorate’s broad mission set includes development and assessment of the Command Strategy and Campaign Plan; deliberate and contingency planning and transportation feasibility; assessment and evaluation of strategic mobility capabilities and program management of emergency preparedness programs Voluntary Sealift Agreement, Maritime Security Program, Tanker Security Program and Civil Reserve Air Fleet, development and publication of the command posture plan and assessment of USTRANSCOM global access requirements (infrastructure, agreements and forces); review, development and implementation of Joint and Allied doctrine as well transportation and traffic management procedural guidance; single manager for the global manager for bulk petroleum for the Department of Defense, single manager for Department of Defense customs and agriculture clearance procedures, governance, performance assessment and implementation of Joint Deployment and Distribution Enterprise initiatives for planning and operations; oversight of the USTRANSCOM research, development, test and evaluation budget.

Mr. Cyr began his career in 1986 as a Quartermaster officer in the United States Army. He served in a variety of leadership and staff positions before transitioning to private sector intermodal transportation industry. He re-entered Civil Service as a Presidential Management Fellow with the United States Army Center for Army Analysis, Fort Belvoir, Virginia. Subsequently, he served as Public Health Analyst and Acting Branch Chief for the Policy Branch at the National Center on Birth Defects and Developmental Disabilities, Centers for Disease Control and Prevention, Atlanta, Georgia. At United States Transportation Command, he served as the Branch Chief, Agile Transportation for the 21st Century, and Branch Chief, Distribution Strategic Opportunities. Prior to his current position, Mr. Cyr served as the Chief, Policy and Doctrine Division, USTRANSCOM, Scott AFB, Illinois.
