Mr. Joseph A. Fountain, a member of the Senior Executive Service, is the Director of Contracting, Air Force Sustainment Center, Tinker Air Force Base, Oklahoma. He is responsible for contracting operations at Tinker AFB, Hill AFB, and Robins AFB. The directorate interprets and implements contracting policy, procedures and processes; provides training and workforce development for more than 1,200 civilian and military contracting professionals; and provides contracting authority for $14 billion in annual obligations for bomber, tanker, fighter, training, airlift and special mission aircraft, spares, test equipment, modifications, overhaul, base support and contractor logistics support.
Mr. Fountain entered government service in 2004 as a Copper Cap trainee at Robins AFB, where he served in various positions as a contract specialist, price/cost analyst and procurement analyst. In 2011, Mr. Fountain relocated to Wright-Patterson AFB, taking a position within the Air Force Life Cycle Management Center. He served as a Contracting Officer in the Helicopters program office; Branch Chief in the C-130 Contracting Division; Deputy Division Chief in the Training Aircraft Division; and Chief of Contracts in the Global Hawk Division. In 2021, Mr. Fountain transitioned to the Technical Director for the Contracting Directorate at Headquarters Air Force Materiel Command. Mr. Fountain was appointed to Senior Executive Service in 2023.
