Mr. William B. Blauser, a member of the Senior Executive Service, serves as the Deputy Director and Deputy Program Executive Officer of the Air Force Rapid Capabilities Office, Office of the Assistant Secretary of the Air Force for Acquisition, Technology and Logistics, Washington, D.C. Alongside the Director, he directs selected study, development and fielding activities tasked directly by the Under Secretary of Defense for Acquisition and Sustainment, the Under Secretary of Defense for Research and Engineering, the Secretary of the Air Force, the Chief of Staff of the Air Force, the Chief of Space Operations, the Assistant Secretary for the Air Force for Acquisition, Technology, and Logistics, and the Assistant Secretary for the Air Force for Space Acquisition and Integration. The Air Force Rapid Capabilities Office has been responsible for the development and deployment of significant upgrades to the National Capital Region’s Integrated Air Defense System, the B-21 Raider – America’s next generation Long Range Strike Bomber and the development and launch of the X-37B Orbital Test Vehicle. Other responsibilities include technical integration of Department of Defense classified activities, and the representation of these activities to the Department of the Air Force, the Office of the Secretary of Defense, Congress and the White House.
Prior to his current position, Mr. Blauser was Systems and Technology Research’s Vice President, Sensors, and was responsible for integration and execution of a diverse portfolio of sensing and counter-sensing capabilities for national defense. He was also the founder of Multi-Domain Strategies, LLC. Mr. Blauser established Multi-Domain Strategies in 2022 to focus on solving air-space integration challenges across the intelligence community and Department of Defense. Previously, Mr. Blauser was Sierra Nevada Corporation’s Intelligence, Surveillance, and Reconnaissance, Aviation, and Security’s Vice President of Technology. Mr. Blauser was responsible for overseeing the IAS Proposal Support Center and Independent Research and Development Technology portfolio enabling critical capabilities for high-performance ISR and multi-domain systems, aircraft modification, and cyber security, specializing in complete end-to-end capabilities for airborne, space, and ground systems.
After graduating from The Pennsylvania State University, Mr. Blauser received his commission from the United States Air Force Officer Training School in 1996. He has served in a variety of acquisition and leadership assignments to include: Deputy Director, National Reconnaissance Office’s Survivability Assurance Office, Program Director, Advanced Satellite Systems in the NRO’s Communication Systems Directorate; Deputy Division Chief in the Office of the Under Secretary of Defense for Acquisition, Technology, and Logistics Space, Strategic, and Intelligence Systems Office; Materiel Leader for the MILSATCOM Rapid Acquisition Branch at Los Angeles Air Force Base, California; Program Manager for the U.S. Special Operations Command; and Program Manager at the 303rd Aeronautical Systems Wing.
